I write to respectfully request your attention to an
invitation to be the keynote speaker at a special presentation
announcing the "Kids Coalition for Health" project. This
invitation was extended to you by Ms. Marjorie J. Stewart,
Program Director at the Memorial Hospital of Salem County, New
Jersey.
Memorial Hospital has been honored with the 1993 Johnson &
Johnson Community Health Care Award for their proposed project,
making them one out of only eight nationally selected programs.
The Kids Coalition for Health is a one-year, $30,000 grant that
will introduce cardiovascular health education into the 15 school
districts of Salem County.
The designation of this award is the highly deserved result
of the endless dedication and concern displayed by the members of
the Salem County Healthy Heart Program. Currently in its fourth
year, this is a community-based cardiovascular disease prevention
program that teaches residents how to make small, but positive
changes in their lifestyles to reduce their risks for heart
disease.
Salem County is a predominately rural community where
transit and financial access to health care facilities and other
services is difficult for many people. Through the efforts of
the Healthy Heart Program and the proposed goals of the Kids
Coalition project, public awareness and health tips are brought
directly into the community's grasp.
The Kids Coalition project seems to epitomize the kind of
health promotion and disease prevention, through education of our
young people, which will pave the road to healthier, more
knowledgeable communities contributing to the future welfare of
our nation. The Kids Coalition for Health project recognizes the
importance of youth, health, and a small-town community willing
and inspired to improve their well-being.

I am writing to introduce you to an innovative approach to
reducing the number of missing children in America through a
standardized system of child identification.
The KinderPASSPORT record booklet, resembling a passport, is
a practical child identification device created by Peter Arkin &
Associates of Agoura Hills, California. Mr. Arkin has
successfully launched "The Adopt a School Program" in the
northern suburb of Los Angeles which has placed the
KinderPASSPORT in the hands of the families of children enrolled
in public and private elementary schools and pre-schools.
Through this program over 80,000 children have been identified
within approximately a 20 mile radius.
Efforts are currently underway to introduce "The Adopt a
School Program" in school systems across the State of New Jersey.
These efforts are spearheaded by Mr. Jody Himebaugh whose son,
Mark, disappeared on November 25, 1991, from his home in Middle
Township, New Jersey, and has not been seen since. Mark's
disappearance is still under investigation.
Mr. Arkin and Mr. Himebaugh are in the process of seeking
corporate sponsors to fund the expansion of this important
program. The initial launch of the program in Los Angeles was
funded strictly through private donations. Your suggestions or
support for this endeavor, perhaps through a letter of
endorsement, would certainly assist their efforts.
I believe the KinderPASSPORT booklet and "The Adopt a School
Program" may provide the most effective tools to date in
combating the tragedy of missing children in communities around
the country. Enclosed is a packet containing information about
the KinderPASSPORT and "The Adopt a School Program," for your
review.

abduction.
As part of this effort, we have joined with other
Missing Children organizations across the country to
bring to the attention of state educators the
KinderPASSPORT record.
I was contacted in June by Peter B. Arkin &
Associates, Agoura Hills, California. Peter has created
an exciting way for all children to receive the
KinderPASSPORT record at no cost. His program, "The
Adopt-A-School Program" featuring the KinderPASSPORT
record, has been very successful on the west coast, and
he is now on a quest to identify all of America's
children using the same basic concept.
The enclosed booklet contains an introduction to the
program, sample KinderPASSPORT record, endorsements, and
newspaper articles of the program's recent successes.
After you've had a chance to review the material,
Peter and I would like the opportunity to speak with you

interest in our plight and in the issue of child abduction. We're
certain that we are going to find Mark. The obvious question is,
"When"?.
Statistically, there are over 500,000 children listed as MISSING
each year! Maybe someday the heinous crime of child abduction and
the ominous rise in the number of missing children can be brought to
a halt. To that end, it is my hope that the news media, companies
and organizations, and people everywhere will continue to cooperate,

I write to introduce you to an exciting concept invented by
one of my constituents which could save millions of health care
dollars in administrative costs.
Dr. Michael Cortes, of Atlantic City, New Jersey, has
invented a computer readable Recovery Card, no larger than any
regular credit card, which contains both patient medical
information and insurance information. By inserting a Recovery
Card in a data card reader, or scanner, this keyless data entry
process provides an accurate, low-cost, means of receiving and
transferring medical and insurance information into a computer
for billing and medical recordkeeping purposes.
Numerous studies have concluded that millions of dollars can
be saved by eliminating excessive paperwork, red tape, and
duplicative administrative costs, with the standardization of
health claims forms for both public and private plans and the
development of an electronic billing system. Dr. Cortes'
invention has great potential as the cornerstone of a national
uniform electronic billing system and presents an real
opportunity to achieve health care savings.
Enclosed is more detailed information about Dr. Cortes'
invention for your information and consideration. Dr. Cortes
would greatly appreciate the opportunity to demonstrate his
invention to you, members of the Presidential Task Force on
Health Care, Secretary Shalala, or before an appropriate forum
where the usefulness and application of this invention can be
discussed.
I truly believe the Recovery Card holds great promise for
eliminating the administrative nightmares and the associated
costs which currently plague our health care system. This
dimension of health care delivery would complement and enhance
any reform package.
