They need assurance that:
(1) VA will remain an independent system as a participant in the reformed
national system.
(2) service-connected veterans will continue to have their needs addressed,
especially in Post-Traumatic Stress Disorder, spinal cord injury treatment and
rehabilitation medicine.
(3) low income veterans will continue to have their needs addressed.
(4) other higher income veterans will be able to "buy in" to the system with
their private insurance, their Health Insurance Purchasing Cooperatives
(HIPC), medicare aligibility, or their own dollars, that is, that veterans can
choose VA.
(5) no need to decide right now about non-veterans in system. If, in the
future, there is excess capacity, then we can talk about dependents of
veterans.

A. Interest in national health reform and health care needs

C. Interest in making VA a real part of national reform; want
to learn what veterans groups think about general and
veteran health care, especially their views about VA being
a player in reform package in light of such changes as
downsizing military, etc.

to discuss your views with me on how the national health care
reform plan should relate to veterans health care.
In addition to you and representatives of other veterans
organizations, Secretary of Veterans Affairs Jesse Brown; the
Senate and House Veterans' Affairs Committees' chairmen, Senator
John D. Rockefeller IV and Representative G.V. (Sonny)
Montgomery; and the House Committee's Hospitals and Health Care
Subcommittee chairman, Representative J. Roy Rowland, will also
attend.
The meeting will be held on Friday, April 9 at 1:00 p.m. in
the Vice President's Ceremonial Conference Room, #272 of the Old
Executive Office Building.

Given the calibre of the guests, Doris Matsui recommends that your remarks provide a
