Dear Ms. Clinton:
As Chair of the 1997 World Scholar-Athlete Games, a unique event that will bring
2,200 young women and men from every State in the Union and 125 countries to
Rhode Island for a true celebration of sport, education, and culture, I extend this
invitation for your participation. The Games will be held from June 22 to July 2 on
the campus of The University of Rhode Island and in other venues, including
historic Newport.
The Games will attract the best and brightest students of the world, ages 16-19. (I like
to say the future leaders of the world, because that is what they will no doubt
become.) I am continually enthusiastic about the Games because of its goals to
promote international understanding through sport, education, and culture. If you
are able to arrange your schedule to come to Rhode Island for the Games, you will
see young women from China, South Africa, Argentina, France, Israel, Egypt,
Northern Ireland and the Republic of Ireland play soccer, volleyball, and basketball
together on the same team. You will see young artists, musicians, singers, and
writers from all over the globe relating to each other as they enthusiastically absorb
everything they possibly can about each other's culture. You will see them on the
University Quad discussing the issues of the day presented by world renowned
authorities on topics such as the environment and world peace. You will see them
prepare resolutions that will be presented to officials on the World Scholar-Athlete
Games "United Nations Day" in New York.
I know from working with you on various projects in the past that you will rejoice
in this event. It has everything that you would like to see young people engaged in
-- the sports competition, the appreciation of other cultures, and the experience of

learning and forming opinions on the major issues confronting the world in which
these young people live.
I realize, from direct experience, that you maintain a very active and busy schedule,
but I would ask you to seriously consider this invitation. You will be joining an
illustrious group that we are bringing to the Games as a source of inspiration for the
scholar-athletes, such as Senator Nancy Kassebaum, Zoë Baird, Dr. Rosalia
Rodriguez-Garcia, Director of George Washington University's Center for
International Health, Mark Gearan, Director of the Peace Corps, and Mrs. Jeanne
Ashe, widow of Arthur Ashe.
Ideally, we would like to include you in the Opening Ceremonies that will take
place at The University of Rhode Island on June 22. If you are unable to make that
day, we would, of course, welcome your participation on any of the days of the
event. You should know that we also have invited President Clinton to participate
in the World Scholar-Athlete Games. Please give some thought to coming up
together and taking some time to relax and enjoy Newport.
Enclosed is a brochure and other information about the World Scholar-Athlete
Games that will provide background and elaborate on what I have addressed in this

Library Initiative
President Clinton and Vice-President Gore have provided extraordinary leadership towards
ensuring that libraries are participants on the information highway.

When Mrs. Clinton talks about "taking a village to raise a child", there is a direct link to
libraries. The best villages are centered around their libraries. Libraries are critical to raising a
literate child in our ever-increasing global village.
Technology bridges our communities by providing immense access to information
and learning. Content and access to that content are the key issues that the country
now faces. Libraries (and schools) need quality content for the potential of the
information superhighway to be realized and libraries are critical players in
providing both quality content and the ability to navigate the myriad electronic
resources.
Specific next steps are to ensure that:
1. libraries are an integral resource in the Administration's efforts to: increase our children's
reading ability; create a technologically literate society.
2. librarians are trained to help users navigate the Internet and electronic resources;
3. libraries are active in navigational and content development in the electronic environment;
4. ensuring that adequate Federal, State and local funding is available for equipment,
connectivity, and user and librarian education;
5. telecommunications rates are affordable so that libraries can provide access.
Libraries need a national voice in order to sustain their role as agents of democratic
and equal access to information.
Background on The New York Public Library.
The New York Public Library is a network of 87 libraries: four world class research centers,
and 83 branch libraries that circulate materials in neighborhoods in the Bronx, Manhattan
and Staten Island. Over 12 million users annually.
The Library implemented LEO (Library Entrance On-Line) a $9 million integrated on-line
catalog and information system that provides Internet access in every one of our 87
buildings. Every month, there are over I million electronic searches throughout the system.
NYPL has over 350 public Internet microcomputers and 1,400 on-line catalog and database
search terminals throughout the 87 buildings. In the next three years we hope to increase the
number of public Internet computers to 1,000 and the total number of computer terminals to
3,000.
NYPL has just secured over $3.1 million from the City and State of New York, and the
Department of Commerce, Telecommunication and Information Infrastructure Assistance
Program funding to upgrade the NYPL telecommunications network to the capacity of T-
I/T-3 lines.
NYPL has just opened a new state-of the art library -- the Science Industry and Business
Library. SIBL was designed to allow its users to take maximum advantage of the
opportunities provided by today's information technology revolution. $100 million
public/private partnership with City, State and Federal funds. There is an Electronic
Information Center, with 70 computer workstations and printers, which offers access to more
than 100 stand-alone CD-ROM databases, networked CD-ROM files, on-line full text
electronic journals, the Internet, and other electronic resources. Linked to the EIC is an
Electronic Training Center which is a sophisticated facility where staff train the public in
the use of electronic resources. Every day every one of these classes is fully booked. In
addition, SIBL provides seating for up to 500 users with each reader position wired to
support users' own laptop computers.
The Library has been a pioneer in the creation of training curriculum aimed at retooling
traditional librarians into 21st century information professionals who have a broad base of
competencies with information technologies and electronic resources. Over the past three
years, the WK Kellogg Foundation has provided $500K to support the development of staff
for the new Science Industry and Business Library. NYPL is now well positioned to provide
leadership outreach programs for staff in other library settings.
The Library has a privately funded Microcomputer Page program in which over 80 teenagers
provide instruction and training to library patrons on both the hardware and software of the
microcomputers in their branch.
NYPL is committed to providing high quality content as well as the tools to navigate the
Internet. NYPL is a leader in the nation's digital library movement. NYPL is a charter
member of the National Digital Library Federation. Current projects include the creation of
the "Digital Schomburg," a project which will allow Internet access to much of the
spectacular and unique holdings of the Schomburg Center for Black History and Culture by
the nation's educational communities (K-12, the Historical Black Colleges and African-
American Studies programs). Other digital projects include an electronic Virginia Wolfe
Archive and the conservation of photographs which document the early years of American
Theater from the archives of the White Studios.

My name is Maria Harris, President and Founder of The I Harris Group, of Va. The mission of the
non-profit Organization is to provide television and video productions that will educate, motivate
and inspire disabled and able bodied persons regarding disability issues and programs that
affect the disability community.
This dream was born some ten years ago, shortly after I was diagnosed with Multiple Sclerosis
Little did I know, my life would never be the same. I became active in the disability community. I
was a Board member of the Mid Atlantic Endepence Center and Advisor to the Fairfax Area
Disability Services Board. It was through these and other volunteer activities that 1 gained an
understanding for my limitations and abilities. 1994 was a pivotal point in my life. I was invited
and attended the Americans with Disabilities Act Anniversary at the White House. It was there
where I listened to President Clinton, and First Lady. Vice President and Mrs. Gore. A new
sense of direction and urgency arouse. It was during the same year I began hosting a television
talk show on Disability Issues & Programs on Public Access Television in Arlington, Virginia. in
1996, in an effort to reach a larger audience, I moved to Channel 10 in Fairfax, 240,000 cable
subscribers. There I gained my producers' certificate. It is at Channel 10 where I produce and
host an award winning show called Taking the DIS from disability. It was rewarding, but there
were many obstacles. For example, there had never been a guest in a wheel chair before at the
station in Arlington. Through five years of research, I have concluded that there are no
educational television shows in Northern Virginia or the Nation that deals with disability
issues and programs. However, the challenge was rewarding. I have had such noteworthy
guests and topics on my show: U.C.P., MS., ADA Now & Then, Dialysis at Sea Cruises and
Wheel Chair Tennis.
Ms. Verveer, that is how The Harris Group was born. In 1996, we took root and in May 1997 we
received our 501c3 status. As a young organization, we do not have much to show, however, we
are producing a video for The Northern Virginia Training Center and have prepared a Press
Release that is attached. We want to do more. The disabled and able bodied community needs
to be educated, motivated. and inspired. Please take this under serious consideration. I am
asking if the First Lady would give The Harris Group her endorsement. If there are other
things that the First Lady would find more appropriate, I would be most appreciative.

Alexandria - The Harris Group, a 501c3 organization based in Northern Virginia, has
been cstablished to educate the community regarding disability issues and programs
through media productions. Maria Harris, an active participant within the disabilities'
movement in Northern Virginia, founded The Harris Group to create a service that will
assist persons with disabilities to lead more fulfilled lives. Media productions will
educate, inspire and motivate disable and able bodied persons regarding the issues

Ms. Harris is the Host/Producer of an award winning television program, on Channel 10
in Fairfax County, Taking the DIS out of DiSability. She faces the daily struggles of

Per our conversation with Huma in your office. enclosed please find some information
on WorldSpace and its new technology to deliver news, information and entertainment
programming worldwide through its direct audio satellite system. [ was delighted to learn of
your continued interest in technologies designed to enhance developing countries in Africa.
Your extensive background in this area is extremely commendable, and we look forward to
working with you and your colleagues on matters affecting international telecommunications
policy in this second term of the Administration.
As enclosed information set forth, WorldSpace is an American-based corporation licensed
by the United States. Australia and the Republic of Trinidad and Tobago to construct and operate
a global, satellite-based digital audio broadcast (DAB) system. Last month, WorldSpace
conducted an extensive distance learning seminar in Ghana that was attended by Ministers of
Telecommunications from a dozen African countries. WorldSpace's first system will serve
Africa and is expected to be launched in August 1998. The WorldSpace DAB system is at the
forefront of an important innovation in global telecommunications. specifically, direct
transmission of audio broadcasting from satellites to portable radio receivers. The completion
of this project will represent a major step forward for U.S. technology and U.S. industry in the
globally competitive marketplace for broadcast satellite services.
I look forward to attending the First Lady's briefing tomorrow on her trip to Africa and
speaking with you further about WorldSpace and how it can be of assistance to the First Lady's
efforts to foster democracy and economic growth through the continent.

I am pleased to announce that Janet Howard will be joining the Company on July 14 as
director of International Governmental Affairs and manager of the Company's Washington
office. In this capacity, Janet will report to me and will be responsible for all aspects of our
relations with Washington-based government representatives from around the world, which,
of course, includes the Washington diplomatic community. Janet brings a unique
background of political, governmental and diplomatic experience and is particularly well
suited to represent the Company in Washington at the nexus of public policy development
that affects our international business.
Her career in public service began with 10 years on Capitol Hill, serving three senators and
the chairman of the House Judiciary Committee, and as director of the Democratic House
and Senate Council. In 1980, she became chief of staff for Governor Averell and Pamela
Harriman. For the next 13 years, she served in that role and was a central player in the
various Harriman political initiatives during that time. In May of 1993, she accompanied
Ambassador Pamela Harriman in her posting to France, as executive assistant and chef du
cabinet of the ambassador's office. In that position, she acted as the ambassador's
representative to promote American business interests in France and as the ambassador's
liaison to the White House, the State Department and Capitol Hill.
Janet studied at American University and is a graduate of the University of Texas in political
science and public administration.
Please join me in welcoming this outstanding addition to our Corporate Affairs team. It is a
bright day indeed to have Janet Howard with us.
