conference on child care. I certainly agree that this issue is critical to every young family
in America, and I am confident that your leadership will help catalyze useful discussions

Dear Mrs. Clinton:
I was privileged to participate in your conversation with Dr.
Maphela Ramphele at Ambassador Joseph's memorable dinner in Cape
Town on March 20. As I recall, you made the point that, based on
your observations, it appeared of the greatest importance for South
African educators to emphasize and reward "life skills" such as
those required for the construction work you had witnessed that
morning at the Victoria Mexhenge self-help housing project. You
also mentioned the relevance of U.S. experience with community
colleges.
I mentioned at the time that our USAID program here is helping
the government to implement a new education framework, known as the
National Qualifications Framework, (NQF). The NQF is a centerpiece
in South Africa's education transformation process. The new
framework recognizes and encourages adult education, on-the-job
training, and the transfer of learning achievements across
different levels and categories of education. Above all, the NQF
makes it possible for all learners, whatever their ages, to realize
the goal of life-long learning. The enclosed draft diagram shows
how the new system will work.
With respect to community colleges, South Africa is currently
creating a South African community college system that is largely
influenced by that of the U.S. USAID is providing the national
Ministry of Education with technical assistance to develop and
formulate policies for the establishment of this new system.

It was a pleasure meeting you. Your interest in what we are
doing in South Africa is of enormous importance to everyone working
here. From our point of view your visit was an outstanding success
and we hope you feel the same way. Come back soon, and bring your
