We are filled with sorrow at the news that the U.S.A and the U.K took air strikes on
Iraq. We are all mothers and we care about not only our own children but the
children of the U.S. Iraq and the whole world. As ones who always hold good
wishes for the whole world, we feel sorry for what had happened.
Iraqi people are innocent. They should not be treated with air strikes. We were
watching television, listening to radio, reading newspapers, or say, keeping our
eyes open widely during past days on all that had happened on Iraqi people who
are our own kind but are suffering from what we never dream will happen on
ourselves.
Women in Iraq are losing their families every day, children in Iraq are facing death
every hour.
We advocate the way of problem-solving by dialogue but never by missiles and
bombers. Europe- Asia Continental Bridge undertakes the obligation of being a tie

TURN THE GUNS AGAINST YOUR DOMESTIC ENEMIES!
ADRESS TO THE WIFE OF THE PRESIDENT OF THE UNITED STATES OF AMERICA
Dear Mrs. Clinton,
The authors of this letter, maybe surprisingly, are Russian members of
the Schiller Institute.
Yes, this "strange" organization which says what it thinks and
publishes what it says, has penetrated into Russia, too.
But Inside Russia, this organization might be a beam of light in the
kingdom of darkness in terms of personal attitude to your husband,
President William Jefferson Clinton.
Not only due to the authority of Mr.Lyndon LaRouche, but also basing
upon obvious facts and observations, we regard your husband as a person
with e potential for positive leadership in the spirit of the founding
fathers of the United States.
We are sure that the same view is shared by the present leadership of
the Russian Government. In the present situation, however, the Russian
leadership has no possibility to support or encourage your husband, as that
would not be understood by the Russian population, in support of which for
themselves the Russian leaders are now greatly Interested.
This does not mean that the public opinion In Russia is dominated by
the majority of the State Duma or by the radical minority in this leftist
majority. The public opinion in Russia is dominated by popular mass media,
calling themselves democratic. These mass media have been permanently
reproducing the most disgusting episodes of the Monicagate scandal and the
impeachment campaign, and blacking out all the positive developments
associated with the name of your husband, such as the progress of the peace
process in the Middle East and even your husband's firm support of the
Russian leadership in the situation of the Chechen war.
Sincere but short-sighted Russian patriots usually say that Russia has
B government of foreign occupants. But the real occupants are the mass
media and shallow private financial interests behind them. The campaign
against your husband INSIDE the United States makes clear that the United
States, in this sense, is an occupied country, too.
Another aspect, however, is correctly understood by the majority of
Russians, not due to media propaganda but due to their own everyday
experience. The Russian people know precisely that the International
Monetary Fund has been imposing a policy which ruins the industry their
fathers have built, which steals away their jobs, which forces the
industrial leadership Into criminal affairs in order to save the industry
from total collapse, which makes the whole Russian elite dependent on
organized crime. And that is unfortunately true.
The IMF policy has been Imposed in Russia through direct influence of
your husband's predecessor. His son is now going to occupy the US
Presidency, with direct assistance of the selfish and mean Vice President
Albert Gore. Just read US (not Russian) papers, and we think you'll believe
this is not just our "conspiracy thinking".
The worst enemies of your husband are exploiting not just the

Monicagate scandal. They are exploiting the sad truth that Mr.Clinton did
not manage to change the US policy in the way which could re-establish the
authority of the United States In the world. Mr. LaRouche has made an
uncalculable lot of attempts to explain to r.Clinton what and how should
be done. Maybe your husband was explained from another, very powerful side,
that there is no global financial crisis, and "therefore" nothing should be
changed. The fact is that now, as soon as the ugly reality of the crisis
has come true, the worst enemies of your husband (who are also the worst
enemies of Russia) are hypocritically denouncing the IMF!
These people are cowards. They attack when they see what they think is
weakness. As soon as your husband demonstrates his weakness, they attack
him. As soon as the IMF leadership has problems, they attack the IMF.
They are sly but cowardly creatures, and as soon as they see that the
President is strong, they will retreat, their tails between their legs.
Now we have to say what our leadership is unable to say - due to its
real and obvious weakness.
Your husband, President of the United States, has to launch a
counterattack, and immediately.
For emergency political reasons, he SHOULD NOT repent for anything.
including the Iraq bombing, though it is a disgrace which has multiplied
his enemies worldwide. Repentance on the Monica issue, after no repentance
on the Iraq Issue, would totally ruin any remains of his authority - and
not only in Russia or China. So, even If he understands that the bombing
was a totally wrong thing, actually a trap, as Mr.LaRouche characterized
It, he should not expose any sign of repentance or doubt, as that would
mean getting Into another trap.
The Iraq bombing is his obvious failure, beyond the obvious fact of
unjustified brutality. Still, this failure should be transformed into
an advantage.
While the guns are still warm, they are to be turned back and directed
against his enemies.
He should say: "I've saved the world from the threat of chemical and
biological warfare. Now, I'm going to save the world from the global
economic crisls."
He should define the present "free market" system as the major and the
worst enemy of the whole mankind.
He should denounce AI Gore's hysterical performance in Kuala-Lumpur as
a hysterical performance. He should make clear, in an address to the
citizens of the United States, that AI Gore represents NOT the view of
the United States but the view of financial speculators which are
anyway(!!) doomed.
He should define the role of the United States in the world - not any
more a center of global speculation, but the center of new economic policy.
This statement is to be followed by direct and immediate, and
merclless executive measures.
It may seem, paradoxically, more difficult to introduce these crucial
measures in a country with a tradition of political democracy, like the US,
than with a country with an autocratic tradition, like Russia. Yes, he
can't fire his Vice President. Yes, he can't close Washington Post.

But: speaking of persons, he can, and he should fire Alan Greenspan,
simultaneously initiating the reorganization of the Federal Reserve into a
Cemtral Bank, which has to be returned (!) the role which is defined by the
Constitution.
But: speaking of public opinion, he can, and he should influence it
directly above all these mass media services with media moguis behind them.
Unlike Yeltsin, who can be physically locked in the hospital by some court
coup-makers, with a total mass media blackout, Mr.Clinton has a
poossibility to address the nation directly. And this address should make
all these media moguls tremble, and retreat, their talls between their legs.
(We are not going into details of the changes necessary to be
introduced, as they are precisely outlined in the works of Mr.LaRouche.)
The status of the United States as a global superpower allowed the US
leadership to attack Saddam Hussein with no regard of the UN Security
Council. The same status enables the US leadership to initiate dissolution
of the International Monetary Fund, as an emergeny measure for the sake of
global security.
In case the debts of the Third World countries to the IMF are
immediately written off, through a direct initiative from the US President,
the United States will immediately gain back its international authority
and confidence, on an unprecedented scale.
So, the President of the United States may enter the world history as
a great man who has saved the global civilization from a most devastating
financial catastrophe ever known, and liberated the peoples of the Earth
from debt slavery.
This is the strong decent way out of the situation. There is also a
weak decent way - to repent of the atrocities made in Iraq and elsewhere,
to admit that the presidency was a failure for the reasons mentioned above,
to accept responsibility for the horrible mistakes, driving the world
directly into the abyss, to confess of weakness which prevented a necessary
change of policy of the global scale, along with the guilt before the
poorest countries, especially the Third World, to apologize before the
family,
All the other options are not decent. All the other options, except
these two, are not the options for moral and eventually physical survival
of the United States and the global civilization, and at least not the
options which would allow William Jefferson Clinton to remain in the history as a
great figure - or ANY figure at all.
The choice can be made right now, or never. We believe - we STILL
believe that your husband is capable of a great deed for the sake of the
mankind. For that reason, 1 hope, you will excuse the ultimative and maybe
brutal way in which we present the bitter truth of the situation, and the
narrow choice for Mr.Clinton, and the unique advantage he still has, as we
see it.

Dear Mrs. Clinton,
As suggested I will report to you briefly about my observations during my recent
trips to China and Mexiko. End of October I was again an invited speaker at a
conference on the Second Eurasian Landbridge, organized by the Social
Academy of China, which this time was organized in such a way, that it took
place in four cities, in Beiing,Nanjng,Lianyungang and Quinhuangdao,a rolling
conference so to speak. The purpose of organizing it this way was to bring the
conception of the Eurasian Landbridge into a braod discussion also among the
participating regions to underline the fact that the Chinese Governement is
compensating the losses of the export markets for its consumergoods in
Southeastasia by building up its domestic economy espeacially through such
large infrastructure projects as they are characteristic for the Landbridge.
It was clearly a sign of the extraordinary respect for the economic analysis and
programmatic solutions of Mr. LaRouche, that the hosts of the conference
treated me together with the head of the Russian delegation, Professor
Titarenko, as the guests of honor, both througout the conference proceedings as
well as during the reception in the Great Hall of the People.
Given the cathastrophic conditions in Russia, which had de facto declared state
bankrupty during the Kirienko Government on August 17., and the obvious
circumstance, that the Eurasian Landbridge does not function, if Russia
desintegrates in chaos, hunger and civil war,I concentrated a great part of my
efforts during the discussions I had with a number of high chinese officials to
emphasize the need for China to help Russia to get through the expected harsh
winter and to further cooperation between the two countries with the clear
understanding, that the Eurasian Landbridge is the only alternative to the
collapsing international financial system.
When President Jiang Zemin travelled to Russia end of November he
emphasized not only the strategic partnership between Russia and China in the
context of the Eurasian Landbridge, especially the transibirian route, but the
truly marvellous and inspiring speech he gave in Novosibirsk was able to reach
and move the russian population psychologically and emotionally. The deep
feeling of embitterment and betrayal from the west in the form of the IMF
"reform"-policy,a feeling which could easily be exploited by a new "Pinochet" for
Russia, had to be turned around and the pride had to be given back to the
russian people. By focussing on the great scientific tradition of Russia Jiang
Zemin accomplished exactly that.
Jiang Zemin after that succeeded to engage Japan into cooperation in the
Landbridge. There is also increased interest in this by such countries as
Kasachstan and the other Central Asian Countries as well as India.
Jiang Zemin and Primakov stated explicitly, that their strategic partnership is not
directed against any third country. To the contrary, China absolutely wants a

positive relation with the United States,nas gone out of its way to impove
relations with Japan and is in the process of doing this with India. The Primakov
government for its part stated explicitely, that it follwos the New Deal policy of
FDR. In this government there are many individuals, with whom Mr. Rouche is
in contact since years or who attended a seminar he attended in Moskau in
1994, where he laid out the perspective of an alliance between Russia, China
and the US in the tradition of Roosewelt
There is not a question in my mind, that both the "Irak crises" as well as the
escalation in the Impeachment effort occurred as a reaction to the potential of
the Landbridge. After all, this is the old issue of the british geopoliticans, who saw
in the economic integration of the "eurasian landmass" the ultimate threat to the
British Empire. This was the issue over which it came to World War 1 and which
implicitely determined the background of political developments throughou the
20. Century. Not only was the true content of the Jiang Zemin dPrimakov summit
completely blocked out by the western media, but the Financial Times, the
Washington Post and the Wall Street Journal lyingly portraid the
russian-chinese alliance as directed against the US.
The Irak issue has been the trap left to the Clinton administration by Bush, and it
was activated by the notorious Butler in November, mainly to prevent President
Clinton to attend the Apec summit. Had he gone there, the real issue, the urgent
need to establish a new financial system would have been discussed between
him, Jiang Zemin, Primakov andhopefully also Mahatir. Through the acitivation of
the Irak issue that potential was destroyed and the Vicepresident went instead
and alienated all participants against the US. President Clinton stopped the
strikes against Irak than, but was consequently pushed to go to the Middle
East, in my view only for one reason, so that those remaining in Washington
could rig the Irak issue and present him with a fait a complis during his absence.
Now, as a result of the bombing, China and Russia have moved closer
together, and the sympathy for President Clinton has turned into dismay. The
arab world will undoubtedly be hyped up with terrorism.
From the standpoint of the enemy, the british dominated international financial
oligarchy, who know that their financial system is about to blow out, the
combination of China, Russia and other countries working together on the
Landbridge and President Clinton talking about the need for radical reforms in
the international financial system is something, they intend to destroy. It is exactly
the same forces, who are behind the Impeachment, who ochestrated the Irak
crises.
The most obvoius remedy is for President Clinton to appoint Mr.LaRouche as
his economic advicer. In my view, this is about the only thing, which would rebuild
the lost trust with China and Russia in particular, but also in India and many
many countries around the world.In any case, repairing the relation with China
and Russia is the most urgent,but it needs more than words at this point The
Irak bombing was a cathastrophy.

My trip to Mexiko beginning of December succeeded in starting a national
debate about the Eurasian Landbridge (extended into the Americas) as an
alternative to the financial and economic crises Mexico is experiencing right
now. The former President Lopez Portillo was so kind to be the commentator of
a public adress I gave in the National Geographic Society in Mexico City, and
some criticisms he made in this context about the present government caused
President Zedillo to attack him. Bus as I declared in a pressrelease, the purpose
of my visit was not to cirticise the mexican governmentbut to present the fact of
the emerging Landbridge as an alternative.
From the work my husband and I have been doing over the recent years I can
assure you, that the potential to turn the course of events around, is
tremendous. Even at this late hour and after much chances have been lost, if the
US would start to cooperate and even take the lead in bringing the world out of
the present financial and economic crises through a New Bretton Woods system
and the Eurasian Landbridge as the cornerstone for a global reconstruction in
the tradition of FDR, the vast majority of the world would happily follow.

As an American citizen witnessing this impeachment process, I am deeply saddened and also
outraged that my precious vote could be overturned without sufficient cause. I feel compelled to
get my voice heard before the momentous vote is taken on Thursday.
There is no question that the President has done wrong. Whether you believe he is sincere or not,
he has expressed deep regret over it to the point of referring to himself as a sinner - something I
have never heard any other politician do.
The main case for impeachment is his alleged breaking of the law primarily by lying under oath--
which no matter what anyone thinks, he is still denying. The law and the rule of law have been
heard repeatedly in defense of pursuing impeachment. Yet I have heard no mention of the spirit
of the law vs the letter of the law. We must ask why the law exists in the first place. It should
exist for the people and not vice versa. It should exist for their protection and not to be used in a
calculated narrow way to bring about their destruction. When it is used in this way it is a travesty
of justice.
The independent counsel chose to manipulate the law in his collaboration with Linda Tripp, giving
her immunity when she broke the law in taping her friend without her knowledge. This act had
moral and legal implications which the independent counsel forgave in order to use it against the
President. Where was the Congress' concern for the law and its outrage for its abuse at this point
in time?
I must also say, on behalf of my fellow citizens, that I resent those who say the American people
are willing to tolerate immorality because the economy is good. Rather, they have the wisdom to
put individual actions into a broader perspective. They know that blind adherence to the letter of
the law without taking into account the context of the situation does a disservice to justice.

As a woman and parent raising a daughter, you are no doubt aware of a health

issue that has the potential to strike close to home. Ovarian, endometrial and
cervical cancers kill women of all ages. Those who survive almost always lose
their ability to bear children, leaving them feeling gratefully alive yet sadly often
less than whole. Ovarian cancer, the most silent of these killers, has no simple
diagnostic test, often resulting in detection after the cancer has metastasized, an
almost certain death sentence.
We are writing to ask for your help with and support for an important two-day
event we are planning for May 21 and 22, 1999. Through a gala dinner and
5/10K walk we hope to raise awareness of reproductive cancers-their symptoms,
diagnostic tests, and treatments. Your participation will most certainly ensure the
success of this event and attract media attention, assuring that this critical
message is heard. The time has come to thoroughly educate the public about
reproductive cancers, to start a national campaign of education and prevention of
these diseases. Our message: Regular exams can make the difference between an
early life-saving diagnosis and a more devastating prognosis. Cervical and
endometrial cancers have a 92 percent survival rate--if caught early.
The story of the spirit behind this walk is a sad yet empowering one. Meg
Goss was an extraordinary thirty seven year old woman, a gifted attorney and a
generous and loving friend. She died in January 1998, nine months after being
diagnosed with cervical and ovarian cancer. The same form of cancer killed her
mother when Meg was just two years old. Well aware of her mother's medical
history, Meg had been diligent in her gynecological care. Yet the disease still
claimed her life because she did not trust her own instincts and insist to her doctor
that "something was wrong." In the face of a doctor's dismissal, she began to
doubt her body's message. Even though her concerns continued, she did not
insist that something be done nor did she seek out a second opinion. By the time
she did insist, it was too late.
We got to know Meg when she began receiving hospice care in the fall of
1997. Fiercely independent, Meg chose to face her disease on her own terms
she wanted to die at home, with the kind of dignity hospice care affords. Like so
many single, professional women in Washington, Meg had built a strong
community of friends, mostly young women who knew her from law school at

This year, Meg's friends want to expand the mission of the walk. While
continuing, as Meg requested, to raise money for the hospice program that
brought her such peace and comfort at the end of her life, her friends want to use
her story to raise awareness of reproductive cancers and to show support for those
currently fighting these diseases as well as those who have fought their battle.
Breast cancer is still the most diagnosed cancer and the primary cause of
cancer-related deaths in women. Fortunately breast cancer receives tremendous
media attention; it has its walks and tireless champions. As the national breast
cancer campaign grows each year, so grows the number of lives saved. We have
all worked for Race for the Cure. Now the time has come for reproductive
cancers to share the spotlight. For women of all ages, knowing the danger of
reproductive cancer, understanding and trusting their sense of their bodies, and
having that annual check-up, are the best ways to turn a cancer diagnosis from a
death sentence into a good chance for survival. It is time for marching, television
ads, and "have you been tested?" media campaigns.
Will you help us further the works of Meg's friends, Gilda Radner, the
National Ovarian Cancer Coalition, and similar organizations to get reproductive
cancers at the focus of attention? Will you help us use Meg's story to prevent
more such stories, to tell those who are fighting these diseases that the fight can
be won; to cherish those who have fought their cancer and won, to remember
those who have fought and lost? We want to tell all within hearing that if you are
armed with awareness, you may be able to prevent these devastating cancers from
taking a life--the life of one more extraordinary woman.
Because many First Ladies have championed events at The Washington
Home, we hope that you will continue this tradition and help us launch this grass-
roots campaign. We are at the beginning of what promises to be an important
women's health campaign. We would like you to be the champion of this effort
and participate in whatever way your schedule allows.

WASHINGTON
HOME
The Washington Home was founded in 1888 by Mrs. Charles Hill and others who
saw the need for humane and dignified care at a time when disease was a problem the
year round but many people who had neither family nor money, had no place to go.
The original articles of incorporation state that the name was to be The Washington
Home for Incurables and that "its special object being the care of indigent incurable
persons of both sexes for whom no other provision exists..." The first two patients
were admitted in March 1889 and admissions totaled nine the first year.
The 1889-90 Annual Report listed several donations that had been received that year:
three hams, 20 pounds of sugar, 25 pounds of hominy, six bottles of whiskey, a
chicken, two rocking chairs, two laundry tubs, a washboard, and four cakes of soap.
The Board of Directors set a precedent by admitting the first cancer patients in 1896,
at a time when cancer was believed to be a contagious disease.
In 1924, The Home moved to its present location on Upton Street, NW. The brick
facility with its screened porches would stand at this site for the next 64 years.
By 1929 the annual operating budget was approximately $20,000.
The list of dignitaries who have visited The Home includes -- Mrs. Woodrow Wilson,
Mrs. Theodore Roosevelt, and Mrs. William Howard Taft, Mrs. Franklin D.
Roosevelt, President Nixon, Mrs. George Bush and Princess Diana.
Hospice of Washington, one of the first hospices in the country, admitted its first
patient July 31, 1978.
In response to the community's need for specialized care for individuals with
Alzheimer's disease and related conditions, the Special Care Unit opened in 1985.
Summer of 1997 saw the opening of the Subacute unit for patients recently
discharged from the hospital but with too many health care concerns to return home
so soon.
The Home is governed by a 42-member volunteer Board of Governors.

We are writing to you about the case of Pavlo Lazarenko, a former prime minister
of Ukraine, who at present is detained in New York on charges of embezzlement of large
sums of money and fraud.
The question hanging over us is whether we (the US) should deport him back to
Ukraine, extradite him to Switzerland which also wants him tried on fraud charges or let
him stay in the US under the protective umbrella of political asylum.
We believe that Mr. Lazarenko should be thoroghly investigated and if the bilking
of huge sums of money from his country has merit, then he should be sent back to Ukraine
to stand trial there. There is ample proof provided by the office of Ukraine's Prokurator
(Prosecutor) General about Mr. Lazarenko's machinations -- multiple passports, large
sums of money laundered, huge personal expenses, numerous travels in the past three
years which decries his fears for his life or persecution.
Bringing Mr. Lazarenko to justice would be a serious step forward in the fight
against corruption and organized crime which is plaguing Ukraine and her economy.
Since the US has recently approved a $195 million aid to Ukraine to help her financially,
we think that deporting Lazarenko to Ukraine would be in line with helping Ukraine to
bring her criminals to justice. This action would also be on the right track with helping to
straighten out her economy.

I appreciated receiving your letter of October 20, and was buoyed when you told
me personally at the NDI dinner that you thought the UN dues issue would be resolved
this year. Thank you for keeping the UN on your list of priorities throughout the final
budget negotiations.
I was also very happy to read the strong message of support for the UN found in
your veto of the original Commerce, Justice, State bill. Given that the House leadership
was unyielding in their determination to link the UN dues issue to the unrelated issue of
'Mexico City' language, I think your negotiators were creative in working out a formula
where needy children will benefit from the small loss of funds deducted this year from
the international family planning programs.
And the UN, which does so much to advance the cause of women around the
world, will be able to move toward a resolution of this long festering situation of US dues
to the UN.
Ambassador Holbrooke, as you rightly mentioned in your letter to me, worked
ceaselessly to get support in Congress and has earned great regard for his attention to this
issue. The NGO groups kept in touch with their Congressional Members through thick
and thin. I am having many of the UN support groups to a "Thank You" dinner on
December 7th, and have also invited Eric Schwartz from your NSC staff.
Secretary General Kofi Annan announced in a statement we released following
the Congressional budget vote that he was grateful to you for your determination to break
the impasse. Mr. President, almost two years ago you said in a room where I was
present, that the US was being "badly hurt" at the UN for not paying the dues. You have
taken the lead in correcting that situation. If I am around any of the folks who are writing
a Chapter on your "legacy", I will argue with all my "Irish Blarney" capability that
without your determination on this issue, it would not have been resolved.

Dear Melanne,
I hope you are well going into the holiday season. 1 heard about your trip to
Ireland. How wonderful that you were in Stormont as the Executive was formed. I
would be very glad if one of your staff could forward me your speech in Northern Ireland.
I heard it was quite excellent. I thought I would take advantage of the Christmas lull to
bring you up to date on several developments.
Melanne, several months ago at a Vital Voices meeting in the First Lady's office,
you expressed an interest in finding out what was happening on the human rights front in
Northern Ireland. I have had some meetings and talked to a number of people over the
last several months, and have incorporated these thoughts in notes that I wrote up
following a conversation with Martin O'Brien, Director of the Committee for the
Administration of Justice. Martin has been to the White House on several occasions. He
is a very highly regarded human rights activist who has won prestigious European awards
for his work in Northern Ireland. My notes on the status of various human rights issues
are attached for your information.
At the urging of women Assembly members in the Republic and Northern Ireland,
Vital Voices persuaded Boston College's Irish Institute to bring to the States some ten
women from Northern Ireland, the Republic, Scotland and England to meet and compare
notes in a Council of the Isles project. As you know, the Good Friday agreement
provides that in addition to joint governing in the North and a statutory forum for joint
projects between the Northern Ireland Assembly and the Irish government, that there be a
forum for consultations among the peoples of Scotland, Wales, England, Northern Ireland
and the Republic. While we had hoped to attract only elected members of the various
assemblies in these regions, the timing for such a delegation was terrible, occurring as it
did the very week of devolution in Northern Ireland. The women who attended were
local politicians with the exception of a member from Westminister and one from the
Scottish Assembly.
The delegation had lectures on government and conflict management at Boston
College and at Harvard's Conflict Management Group and met with key politicians in
Boston. In Washington, they met with staffers on the Hill; Vital Voices held a reception

for them at the Department where Wendy Sherman met with them; Dick Norland of the
NSC and Mary Beth Cahill met with them at the White House; Mary Boergers hosted a
lunch for them at American University where they met with Peter Fenn and many other
notables; they also met with Hill staffers, and participated in a conference organized by
the Center for Policy Alternatives.
At a final luncheon at my home before departing for Europe, the women talked
about their desire to focus on giving form and content to the Council of the Isles, since
this is not spelled out in the Good Friday agreement. The member from Westminister
also talked about the need for Assembly members to visit other assemblies, as Assembly
members are not aware of how other assemblies operate. I plan to talk with Theresa Loar
about ways in which Vital Voices and the Department of State can, if possible, facilitate
additional political programs for the women in Northern Ircland.
This note is longer than I intended. Let me close quickly to wish you and Katie
Button a very happy Christmas and a merry Year 2000. Please give the First Lady my
very best wishes that she and her family have a joyful holiday season and a year 2000
crowned with great success.

Notes from meeting with Martin O'Brien, Director of the Committee for the
Administration of Justice
This meeting, which took place in Department of State, was attended by Martin
O'Brien, Rosemary O'Neill, Bridget Fogarty from Vital Voices, and Nathaniel 'Chip'
Dean of EUR's Office of United Kingdom and Irish Affairs on November 4, 1999.
Rosemary Nelson Case
The conversation began with a discussion of the investigation into the Rosemary
Nelson case. Initially the investigation had been conducted by the RUC and overseen by
the English. Because of concern by the Nationalist community that Rosemary Nelson had
been threatened by the RUC before her murder and that the RUC might be implicated in
her death, the community had objected to the RUC being involved in the investigation
and have pressed for an independent investigator. The job has now been given to Colin
Port. The RUC is still involved in the investigation, but Amnesty International and others
have great respect for Colin Port and believe that he is committed to finding out who
murdered Nelson.
Meanwhile, the political situation in Portadown remains tense. The Orange Order
had just, once again, applied to go forward with another march. Rosemary O'Neill
mentioned that Billy Tranghese, chief aide to Congressman Richie Neal, had gone to
Portadown as part of monitoring group organized by Amnesty International.
Human Rights Commission:
The commission was established in March, 1999 and had only just recruited its
staff of nine members. The members of the Commission Board include a number of
strong personalities. Bryce Dickson, a highly regarded academician and lawyer, does not
have a great deal of managerial experience and has found it difficult to pull the diverse
members of the Board together. So, the Commission is experiencing "teething troubles."
Despite criticisms (for example, there are no human rights activists from the UUP on the
Commission), Martin believes that the board is broadly representative of the community
and that it will come together soon.
The commission has published a strategic plan outlining its goals which has been
sent out to various groups as part of the consultation process. This consultation was to
close on November 15. Martin believed the plan would come together, but there were
challenges: the plan covered a wide scope and there were limited resources available.
The work on the plan would be completed by the end of the year and the Commission
would start to implement it in January. The strategic plan is available on the

Equality Commission
Martin and Rosemary O'Neill briefly discussed the equality commission, which,
unlike the human rights commission, has a number of dynamic leaders with management
skills, who are committed to moving forward. The equality commission has
responsibility for pushing equality for women, minorities and ethnic groups, the disabled,
and for establishing equality standards in the workplace. (According to an earlier
discussion Rosemary had with Bronagh Hinds, Deputy Director of this Commission, the
Equality Commission will try to drive the agenda for the Human Rights Commission to
move forward.) Martin briefly discussed the need to ensure that new legislation does not
have an adverse effect on the disadvantaged population. The newly passed Northern
Ireland Act now ensures that all people will be included.
Bill of Rights
One of the biggest concerns for the CAJ is in establishing a new Bill of Rights for
the people of Northern Ireland which is a key element of the Northern Ireland
Agreement. Martin feels that broad consultation in Northern Ireland on the clements of a
Bill of Rights is essential. It is not sufficient for a group of lawyers to devise a Bill of
Rights in the absence of such consultation. The goal is get as wide participation as
possible to create a culture of rights in Northern Ireland which is non-sectarian and which
can be applied to everyone. The problem is that up to this point, human rights have
become sectarianized. Human Rights should transcend this.
Aspen Institute and Human Rights
Rosemary O'Neill mentioned the past interest of Michelle Sullivan of the Aspen
Institute in assisting various Irish groups in reaching out to the wider community on
human rights. Martin appeared to chaff at this suggestion. (In a later conversation,
Michelle stressed to Rosemary that the Irish groups did not want assistance in reaching
out to others. The timing for this was not right. What they sought was financial
assistance in order to do it. She had taken the cue and was in the process of using
Aspen's resources to raise funds to assist in institution-building for the CAJ and the
Northern Ireland Volunatry Trust. In addition there had been talk about the Aspen
Institute's using its premises to facilitate the establishment of a Northern Ireland Forum,
along the lines of the Great Lakes Forum, in which government officials, representatives
of NGOs and of international organizations could come together to compare notes on
what was happening in Northern Ireland and the programs being undertaken there. The
question for Michelle was whether or not she could devote the time to it.)

Criminal Justice Review
Martin noted that while many people are seized with the questions of
decommissioning and policing, the CAJ has decided to focus on a review of the overall
criminal justice system. In this Criminal Justice Review, the CAJ had consulted with ten
of the world's leading justices. The Review has dealt with the appointment of judges,
ensuring that the prosecution system is independent and transparent, the establishment of
a Judicial Services Commission and on restorative justice, and punishment beatings.
Martin would like to see Northern Ireland set up a judicial commission similar to South
Africa's. Currently, some members of the RUC police, have the power to prosecute
minor offenses as well as arrest and detain. One reform would be to remove the power of
prosecution from the police. The CAJ's review of the criminal justice system will also
ensure that symbols and legal procedures (i.e., the oath to the Queen) within the judicial
system are appropriate for all. Martin also spoke about the establishment of a new
position of Police Ombudsman.
With reference to the RUC, Maurice Hayes recently completed a report on the
need for independent investigations. Apparently, the U.K. government accepted the bulk
of the suggestions. They appointed an academic lawyer to handle the investigations,
however they only provided her with three of the eight million pounds required to
undertake investigations. Therefore, she is still required to rely on the RUC.
Training for the RUC and the Finucane Case
Rosemary O'Neill and Martin O'Brien briefly discussed Representative Chris
Smith's (R., N.J.) legislation which would hold up the FBI's training of the RUC until
progress has been made in the investigation of Rosemary Nelson's murder. Martin
supported holding up training for the RUC pending the investigations of the Finucane and
Nelson cases. O'Neill suggested that the training by the FBI would include training on
ways to ensure the rights of the citizenry, thereby reinforcing the effort to stress human
rights considerations in policing. It was self-defeating for human rights proponents not to
expose the police to such training. Martin stressed that at some point it was very
important to have training for the RUC, nevertheless he maintained his position that
training should be delayed for the moment. He spoke briefly about Pat Finucane's death,
noting that William Stobey had admitted to involvement in Pat Finucane's murder. He
said that the UN had called for an independent public inquiry into the matter. He also
spoke briefly about the establishment of a new police ombudsman.

I trust this letter finds you well. I am watching your campaign and trust that I will be able to greet you
in Washington, D.C. next year as "Senator".
By virtue of your leadership, we have today a federal law authorizing equitable GME funding for
children's hospitals in the amount of $285 million. We now need the President's and your leadership
to complete this year what you so successfully started last year by helping us achieve the full
authorization for FY 2001.
Thanks to exceptionally strong budget surplus projections, the Administration has been able to make a
number of significant "mid-course corrections" to improve upon its FY 2001 budget request for health
care providers.
In this context, we urge the President to take the same step forward for children's hospitals and to
increase his budget request for children's hospitals GME from $80 million to the program's full
authorization of $285 million for FY2001.
House and Senate Appropriations Committee leaders already have $80 million for children's hospitals
GME in their Labor HHS appropriations bills and have signaled their intention to do more. White
House openness to go above its February request and willingness to work with Congress to achieve the
full authorization would make the critical difference.
The full authorization of $285 million, which passed Congress with almost unanimous bipartisan
support, would provide the independent children's hospitals with the same federal support for their
teaching programs that all other teaching hospitals receive through Medicare. Children's hospitals
critically need this support.
At a time when I know your efforts must be focused on your campaign, just one call to White House
staff would be very timely. Full funding for GME programs in children's hospitals would be a major
legacy for children's health.

Michael possesses all the solid attributes of a future Hoya. He is a leader and an
impressive public speaker. He has an excellent academic and extracurricular record. Moreover,
he's a good and caring citizen, which he has demonstrated through his work with Best Buddies,
as a camp counselor, and with our fellow Georgetown alum, Bob Shrum, in exploring the world
of politics directly.
Michael's parents were both in the Foreign Service, and his mother currently holds an
important State Department appointment. It is through her that I have come to know Michael.
He has been steeped in the values of global understanding and community spirit that are a
hallmark of Georgetown.
