over health care reform.
"The Ways and Means Committee is a focal point of special-interest PAC money and
special-interest lobbying in Congress and will play a central role in crafting health care reform
legislation," Common Cause President Fred Wertheimer said. "As the public debate on health care
reform moves ahead, citizens and the media should keep a close eye on Ways and Means Committee
members and the millions of dollars in medical-industry PAC contributions they have received over
the years."
The Common Cause study "Managed Care" provides an itemized list of medical-industry
PAC contributions for each of the 38 current members of the House Ways and Means Committee
covering the period January 1, 1983 through June 30, 1993. The list also includes for each
committee member the total PAC contributions received from the health insurance industry, medical
professionals, pharmaceutical firms, and hospitals and other care providers.
$5.9 MILLION FROM MEDICAL-INDUSTRY PACs
To WAYS & MEANS COMMITTEE
Overall, the 38 members of the House Ways and Means Committee received a total
$5,911,270 from medical-industry PACs during the period, according to the Common Cause study.
In addition to the contributions from health insurance and medical professional PACs, the total
includes $742,474 from pharmaceutical PACs and $697,774 from PACs representing hospitals and
other care providers.
Current House Ways and Means Committee members received, on average, $155,560 from
medical-industry PACs during the period 1983 through mid-1993, more than twice the average
$60,136 received by all other current House Members during the same period. The 22 current
Ways and Means Committee members who were on the committee prior to 1993 received, on

average, $218,939, the study found.
The largest individual medical-industry PAC contributors to members of the House
Ways and Means Committee were the American Medical Association (AMA), which contributed a
total $637,963 during the period January 1983 through June 1993, the National Association of Life
Underwriters, which contributed $502,797, and the American Dental Association, which gave
$330,600, according to the study.

FIRST SIX MONTHS OF '93
Medical-industry PACs continued to support House Ways and Means Committee members
during the first six months of 1993, according to the study. Committee members, who make up less
than 10 percent of the House, received 27 percent, or $552,137, of the $2,036,021 given by
medical-industry PACs to current House Members during the period January 1, 1993 through June
30, 1993.
Medical-industry PACs were generous to House Members who joined either the committee
or the Health Subcommittee in 1993:
Medical-industry PACs contributed $213,212 to the 16 new members on the committee,
including the committee's only freshman, Representative Mel Reynolds (D-IL), during
the first six months of 1993, nearly six times more than the $35,650 contributed to those
16 Members during the first six months of 1991.
The seven new members of the Health Subcommittee received $133,337 during the first
six months of 1993. Medical-industry PACs contributed $55,150 to the seven during the
first six months of 1991.
"MANAGED CARE"
The Common Cause study is based on PAC reports from more than 250 medical-industry
PACs covering the period January 1, 1983 through June 30, 1993 filed at the Federal Election
Commission (FEC). The study does not include the millions of dollars that have been contributed
during this period directly to candidates by individuals involved in the medical industry, including
doctors, insurance and pharmaceutical company executives, hospital officials and others.
Contribution totals for current Representatives include medical-industry PAC contributions
received for all House campaigns during the period.

The Common Cause study provides an itemized list of medical-industry PAC contributions
for each of the 44 current members of the House Energy and Commerce Committee covering the
period January 1, 1983 through June 30, 1993. The list also includes for each committee member
the total received from medical professionals, the health insurance industry, pharmaceutical firms,
and hospitals and other care providers.
$5.5 MILLION FROM MEDICAL-INDUSTRY PACs
To ENERGY & COMMERCE COMMITTEE
Overall, the 44 members of the Energy and Commerce Committee received a total
$5,579,913 from medical-industry PACs during the period, according to the Common Cause study.
In addition to the contributions from medical professionals and health insurance PACs, the total
includes $895,927 from pharmaceutical PACs and $611,712 from PACs representing hospitals and
other care providers.
The largest individual medical-industry PAC contributors to members of the Energy and
Commerce Committee were the American Medical Association (AMA), which contributed a total
$904,491 during the period January 1983 through June 1993, the National Association of Life
Underwriters, which contributed $422,500, and the American Dental Association, which gave
$413,600.
Current House Energy and Commerce Committee members received, on average, $126,816
from medical-industry PACs during the period 1983 through mid-1993, more than twice the average
$61,910 received by all other current House Members during the same period, according to the
Common Cause study. The 30 current Energy and Commerce Committee members who were on

the committee prior to 1993 received, on average, $161,018, the study found.

Medical-industry PACs continued to support House Energy and Commerce Committee
members during the first six months of 1993, according to the study. Committee members received
$410,849 - or 20 percent - of the $2,036,021 given to current House Members during the period
January 1, 1983 through June 30, 1993.
Medical-industry PACs contributed $98,660 to the seven freshmen House Members on the
committee during the first six months of 1993, the study found. The seven freshmen Members
received a total $135,050 from medical-industry interests during the entire 1991-1992 election cycle.
"PREFERRED PROVIDERS"
The Common Cause study is based on PAC reports from more than 250 medical-industry

PACs covering the period January 1, 1983 through June 30, 1993 filed at the Federal Election
Commission (FEC). The study does not include the millions of dollars that have been contributed
