file National Prayer Breakfast MEMO TO: Mrs. Hillary Rodham Clinton SUBJECT: Network of friends throughout the United States and the world DATE: December 19, 1997 Over the last 55 years the influence of the little groups in the Senate and House has spread to over 170 countries. The result is small groups among people in business, industry and government who meet privately with no name, no membership. no fund raising. After many years this has resulted in a family of friends that crosses practically all existing divisions throughout the world: political, economic, religious, racial and cultural. This network of friends has no political agenda, nor religious agenda. Their commitment is to foster genuine friendship built on understanding. Even though the groups are not engaged in any one or two special projects, they do have a genuine commitment to two areas. These are the needs of young people - spiritual, physical and mental - throughout the world and engagement in every possible way to help the poor, depressed and deprived. This point is not generally known because the image the National Prayer Breakfast conveys is interest in leadership, business and government. PROPOSAL An informal International Council of friends has indicated an interest in providing an umbrella for work with young people and among the poor throughout the world. The vision is that these friends would encourage local responsible leaders in a geographic area to stand behind the idea of mobilizing mentors for young people in a non-institutional fashion and mobilizing volunteers and resources to provide reengineering of poor neighborhoods. The hope is that Mrs. Hillary Clinton, Congressman Tony Hall and Congressman John Lewis would represent the informal International Council of friends to encourage three models, briefly described in attached papers: Work with young people in India modeled after Mother Teresa's work; Work with children and young people in Washington, D.C; A reengineering project for the whole community in a 10-block area in Southeast Washington. In India, the hands-on project would be overseen by Charles and Susan Mendies and Stephen and Susan Hishey. In Washington, D.C. the hands-on project would be overseen by Bill Milliken, Harv Oustdyk, Dick Foth. Scott and Marilyn Dimock and Doug Coe.. Project 1 INTERNATIONAL SERVICE CORPS NORTHERN INDIA As representatives of the Tibetan Dali Lama and the elders of Upper Tibet, Stephen and Susan Hishey live with 5 young men who are Tibetan refugees. The home and the activities of these young men are patterned after the Mother Teresa model. These seven people are learning to live by the principles and precepts of Jesus of Nazareth Criteria for selection includes being from among the poorest of the poor and exhibiting motivation to learn and become a responsible young person. A typical week in their lives includes: keeping up their living situation; visiting Tibetan camps and temporary settlement areas, spending time helping those in need in the community doing everything from domestic assistance, writing letters, playing with young children to teaching proper hygiene habits: apprenticing - motor mechanics, printing press, computer, gardening, art and painting, etc. learning to access resource materials studying how Jesus talked. thought, lived and used his time; physical exercise and creative fun There are many others besides the Dali Lama and the elders who are concerned about these young people selected from among the poorest of the poor President Museveni of Uganda, former Prime Minister Charles of Domenica. former Prime Minister Hata of Japan. former Secretary of State James Baker. Congressman Tony Hall, Senator Dan Akaka are a few of those who provide leadership to the mentors and the corps members For example, on October 8, Grace Nelson (former Ohio Congressional wife), Linda Slattery (former Kansas Congressional wife), Janet Hall (Congressman Tony Hall's wife) are leaving to be with the 5 young men and the Hishey's to help from behind-the-scenes Charles and Susan Mendies. Nepalese who live in New Delhi, serve as mentors to the Hishey's and work behind the scenes to encourage both the Tibetan leaders and the young people. There are thousands of young people waiting for the opportunity. Mr. Narayanasamy and Mr. Kalita are working with other responsible people in India to provide oversight to increase the number of young people from both the Indian and Tibetan populations It appears that there is funding available for two years through private sources; the objective would be to provide a base for on-going and ever-expanding work with young people such as these five. THE VISION IS TO MOBILIZE THOUSANDS OF YOUNG PEOPLE WORLDWIDE - committed to the principles. precepts and person of Jesus of Nazareth- * They will be bound together in their love for God and each other * They will serve others by caring for the physical and spiritual needs of widows, orphans. the poor and disenfranchised of the world unconditionally. They will work specifically on building an extended family of thousands of dedicated teams of two to ten to work with and educate the millions of young people with no education, no jobs and no future FOUR ASPECTS OF THE VISION Two hundred national and international world leaders bound together relationally by a mutual love for God and family and a commitment to use their lives, their talents and their resources for the care of young people and the needs of a divided world. These individuals provide the leadership and the covering for the young people, making it unnecessarv for them to serve under any political, economic or religious organization. They will by example and influence encourage the young people to relationally cross all lines that normally divide. such as race, politics. religion, economics. etc., and unite all people in the Spirit of Jesus of Nazareth to care for cities, nations and continents. A group of highly dedicated individuals. who are united together. having a total commitment to daily seek to mature into people who talk like Jesus, act like Jesus and think like Jesus This group will have the responsibility to see that commitment and action is maintained to the over-all vision: see that the finest and best invisible organization is developed and maintained at all levels of the work; - even though the structure is hidden. see that the family atmosphere is maintained, so that all people can feel a part of the family and all people can feel part of the vision regardless of personal ability or level of commitment Mentors this is the most strategic. These mentors will be "together" with three to twelve persons as Jesus was with his close friends. The development of the mentors will be the main emphasis for the immediate future. * The selection of the young people from among the poor and disenfranchised to be mentored. The mentoring of these young people will include: the study of the life and teaching of Jesus of Nazareth. instruction as needed in the basics of reading, writing and arithmetic. - opportunities to learn a trade. - opportunities to know and understand people from throughout the world and every background in order to become ambassadors of reconciliation. DC At present there are two models of corps involving 2 women and 1 man as over-sight mentors in Washington, DC One model consists of 6-9 young people aged 14-19 who have not had access to resources but who individually show motivation to learn and become responsible citizens. These young people have at least two adults giving time and energy to them - a mentor and an on-sight supervisor The mentors, in the spirit of Jesus of Nazareth, spend the greater number of their hours with the young people. They have several objectives: providing literacy and numeracy mentoring teaching basic life skills of manners, taking care of oneself financially. giving back to the community, etc. based on the principles and precepts of Jesus of Nazareth introducing the young people to the prevailing leaders of the community building "community" through group leisure activities supervisors in connection with the mentors see that the young people get on the- job training for meaningful work In collaboration with several friends, the corps members and mentors are given the opportunity to relate to "successful" adults who in turn provide traning so that they, too. can become "successful" adults. The original group of young people were selected in conjunction with the DC Department of Employment Services. At this time 8 students are committed to the program. Funding 15 being sought as the original funding ceased as of September 30, 1997. The young people are paid a small stipend if they keep their part of the agreement. Presently Wilma Mpelo, employed at Morgan State. Linda Jones, employed at Howard University, Bill Sarvis. former police captain and Vernica Irving serve as a corps of mentor/supervisors. Just one indicator of the influence the mentors have is that in three months time the language of the young people changed drastically. The second model involves young children. There are two "friends" (the title given the mentors) - a young woman (Hillary Johnson) and a young man (Ken Brewton). Interviewing is taking place for two more friends. Each friend is placed with 8 first- graders considered by the principal. counselors and teachers as most "at risk." These 16 children will be followed with such a mentor for all 12 years as long as they live within a 50-mile radius. Each child receives 4 hours of individual mentoring each week as well as 4 hours in the group of 8 This is taking place at Randall Highlands Elementary School located one block from the SE White House, 2909 Pennsylvania Ave SF Kevin Chavous, the Councilman of Ward 7. gives leadership to the activities emanating from the "house on the hill for all people' CARE FAMILY The Unit of Work Motivate Community Residents to Care for Themselves Community Leader reaching out to 4 other lamilies CARE FAMILY CARE FAMILY SUPPORT MENTORS Welfare Community Caseworker Worker MARY CROWLEY CELEBRATION & SPIRITUAL COMPASSION Leadership Academy DEVELOPMENT Care Family Personal Substance Management Finance Aluse Forgiveness Addressing: Loneliness Parenting Thorapeutic Mentors Gulli Shame COMPASSION Education Employment Health Purpose Empsthy Generality Fun Values Spiritual Housing Calebratory Development Building Page# 2 Reengineer Social Services around Client Needs Focus on Tax-Based Institutions State County City Deptal Haven Services Health Dept " too 1am Wallers have - Desidopment Combined Insulance Date - falses Dept Housing Colleges Schools Authority Changing focus from Private Sector Transactions to Coordination Relationships FOOD DONATIONS SYSTEMIC INVOLVEMENT SMELTER FRIENDSHIP Corporate Resources - Community Institutions Page# 3 $$ EMPLOYMENT CIRCLE PROGRAM Create Hope through Employment, Education & Encouragement To Reach Your Goal, COMMITMENTS You Need: Job-Readiness Training Course Education NAMEM Job Placement/ Block Hiring DEFICE To Move Forward in Life, Encouragement Transportation/ DART Venpool You Must Have a Employment Ongoing Education Assistance GOAL Personal Mentor Enabling Resources Spirttual Support Employer Partners Hotels Industry Hospitals Page# 4 GOAL: Demonstrate how a community can be transformed when all the resources available in one community collaborate around three principles: $$ Motivate Community Reengineer Social Residents to Care Services around Create Hope through for Themselves Client Needs Employment, Education & Encouragement Project 3 ** Must Be ** REPLICATIVE Page# 1
