SUBJECT: Longer Term Communications: Kosovo
Introduction
Scenario Process: There are three likely scenarios that would end the current
war in Kosovo:
An early agreement that largely embodies NATO demands;
A continuation of the current air war of attrition for an indefinite period;
The introduction of ground forces into Kosovo.
A public strategy that maximizes our freedom of action, regardless of which
scenario comes to pass, builds on the common elements of the US position in the
any of these three broad eventualities. (Themes)
At the same time, we must avoid steps that, though they may serve what we at the
moment expect to be the likeliest scenario, come back to trap us when a different
scenario emerges. (Rules)
