OFFICE RESIDENTS SIVIS UNITED EXECUTIVE OFFICE OF THE PRESIDENT OFFICE OF ADMINISTRATION Washington, D.C. 20503 November 17, 1995 MEMORANDUM FOR ALL EOP STAFF FROM: MARY COUTTS BECK ASSOCIATE DIRECTOR Mary Coutts Beck HUMAN RESOURCES MANAGEMENT SUBJECT: Status of Furlough and Unemployment Compensation Information Shutdown status As of the time of this memo, neither a FY 1996 appropriation for your agency nor a continuing resolution had been signed by the President. Keep watching the news or call 202-456-2002, to get the latest information on reporting to work. Compensation If the situation does not change, those who have been furloughed may be eligible to apply for unemployment compensation. Attached are detailed information on how to apply and an application form. Claims are filed based on where you work, in our case the District of Columbia, not where you live. The situation on paychecks is complicated. If neither a CR nor an appropriation bill for your agency is signed by Tuesday, everyone will receive a paycheck on Friday, November 24 covering only the period November 6 through 13, when the government shutdown began. If an appropriation is signed, but a bill making pay retroactive to the beginning of the shutdown is not, then staff who were furloughed will not be paid for any furloughed days until legislation allowing for make-up pay is signed. We have been advised that the White House Federal Credit Union (202-456-2900) and the Budget Federal Credit Union (202-395-4882) are making special arrangements for loans and lines of credit for those who may need financial assistance. We are mindful of the stress the current situation is placing on everyone. If you have any questions, please call your agency.
