MEMORANDUM TO: H.I. FROM: J.E. DATE: 18 August 1994 RE: Congressman Tom Barlow I spoke with Lorraine Miller concerning Congressman Tom Barlow's desire to help get Jim Persella of Ingerso 1 Rand on Ron Brown's U.S. delegation to China. She told me that as recently as this past Friday (8/12) she had spoken with Barlow's AA and told him that there is no way that Ingerasal can be part of the delegation. (There are other companies who have more business than Ingersal who have also been denied.) She said there had been some discussion about Ingersal going to China on its own, and participating in some sort of ceremony which would be a plug for them However, Barlow has called Ron Brown directly on this, and has been told by Ron that the delegation was closed. He is apparently making a series of calls to try and reopen it.
