OCT-23 96 17:39 FROM: MANATOS & MANATOS 2026280225 TO: 12024562464 PAGE 02/04 ANDREW E. MANATOS 601 13th Street, N.W., Suite #1150 South Washington, D.C. 20005 (202) 393-7790 [fax] (202) 628-0225 PERSONAL AND CONFIDENTIAL October 23, 1996 DETERMINED TO BE AN ADMINISTRATIVE The Honorable Harold Ickes Assistant to the President and Deputy Chief of Staff MARKING INITIALS: M DATE: 5/10/23 The White House 202- 0127-5 Washington, D.C. 20500 Dear Harold: As one who grew up in Wyoming politics, I can assure you that my old friend Democrat Kathy Karpan has a very good chance of winning Al Simpson's Senate seat [three percent up in the last poll]. Her victory could give us Democratic committee chairs in the Senate next session. A technicality, which could cost us this seat, is keeping up to $400,000 out of Kathy Karpan's campaign. The technicality involves Kathy's strong pro-choice position not meeting fully all the criteria of women's groups. Kathy therefore gets nothing directly from these groups. I have asked, in the enclosed letter, some Democratic senators who are not up for election to help bypass this dilemma. I asked them to ask their women contributors to contribute directly to Kathy's pivotal race or to themselves contribute to Kathy from their own campaign fund. As a friend I would like to ask you to do whatever you might be able to do to also encourage them and our other campaign support mechanisms to help, it could mean the difference between a Democratic or a Republican Senate Sincerely, Enclosures Andrew Day E.
