Lands Legacy Strategy - Outreach, Legislative, Communications
This Memorandum provides ideas for a comprehensive action plan for our Lands Legacy ("LL")
initiative.
I.
GOAL
Our goal is to leave behind a long-term, dedicated, priority federal budgetary commitment to the
protection and expansion of our natural heritage. This could mean passing our LL budget
proposal through the appropriations process; it could mean passage of the Young-Miller bill in
some acceptable form; or it could simply mean some mechanism that provides full and protected
funding of the Land and Water Conservation Fund (LWCF).
II.
OVERALL MESSAGE
Our basic message from here forward should be two-fold. First, now is the time to invest in the
precious natural heritage and green and open spaces that provide opportunities for our children
today and a promise to our grandchildren of tomorrow. Second. this is a top priority and we
will insist that the Congress do this before it adjourns this year.
III. HILL STRATEGY
A. House
Most critical is building a political mandate for Congress to act on this issue. In the near term,
the vehicle for building this pressure is the Miller-Young bill. Our strategy should be designed
to support this process and help put pressure on the House leadership to bring this bill up and
