Dear Chairman Cagey: Henry-
Thank you for your letter dated July 7, 1998 regarding the inclusion of legislative riders in
annual Interior Appropriations bills. I apologize for the delay in replying.
I am enclosing with this letter a copy of the OMB letter sent to the Committee on Appropriations
which provides the Administration's views on the Department of Interior and Related Agencies
Appropriations Bill for FY99. There is a specifice reference on page 2 regarding the issue of
attaching riders to appropriations bills.
I am also enclosing a copy of a White House release that lists all riders we find objectionable in
both the Senate and House Interior Appropriations bills. We will be working hard on these
issues in the coming month as the Interior Appropriations bill moves through the Senate.
