SUBJECT: One-Stop Mortgage Center Initiative: Next Steps and Meetings
As you are all aware, the efforts at increasing homeownership opportunities in Indian
country has moved along at a very strong pace. The four work groups involved in the One-Stop
Mortgage Center Initiative have worked very hard at developing a draft report which identifies
the barriers and possible solutions to those barriers. This is to inform you of the next steps in the
process and to request your participation in continuing to move this effort forward to a successful
conclusion.
The work groups have identified a number of proposals which may involve legislative
changes. A Presidential Memorandum issued on April 29, 1994, by President Clinton reaffirms
the Federal Government's commitment to operate within a government-to-government
relationship with federally recognized American Indian and Alaska Native tribes. In addition,
Executive Order 13084 (May 18, 1998) also provides guidance on consultation and coordination
with Indian tribal governments in regards to the development of regulatory matters. In
accordance with these guidances, HUD and Treasury are sponsoring a series of meetings with
tribal governments to consult with them prior to taking actions that may affect federally
recognized tribal governments. Each of you are invited to attend any/all of these sessions. The
schedule is listed below:

Minneapolis, Minnesota, February 10, 1999, from 1:00 p.m. to 5:00 p.m. at the Bureau of
Indian Affairs Minneapolis Area Office, 331 S. 2ⁿᵈ Ave., 3rd floor.
<> Washington, D.C., February 17, 1999 from 1:00 p.m. - 5:00 p.m. at the Grand Hyatt Hotel,
1000 H St., NW in conjunction with the National Congress of American Indians meeting.
