Grass Valley AmeriCorps Group
The Grass Valley AmeriCorps has set a goal of
concentrating on public outreach for Nevada County. Their
mission is to help educate the public on fuels management
and to provide sources of information and technical
assistance.
In Grass Valley the AmeriCorps has contacted various
agencies to find a source of interest in helping the general
public. In association with the Nevada County Resource
Conservation District (RCD), the group has worked with
California Department of Forestry and Fire Protection (CDF),
the local fire departments, Northern Sierra Air Quality
Management District (NSAQM), and local contractors to bring
three wildfire hazard reduction seminars to Nevada County.
The seminars have provided useful information on subjects
about landscaping for fire protection, fuels reduction, how
to remove fuels and methods to dispose of material.
A mailing was sent to over 53 homeowner associations to
make them aware of the services available in the Grass
Valley field office. Currently we have made presentations
before five community groups. Groups are currently
contacting us for future presentations.
As a demonstration project the AmeriCorps coordinated
with the Nevada County RCD, NSAQMD, Nevada County
Consolidated Fire and Nevada Irrigation District to bring a
chipping and shredding project to Alta Sierra. The response
was positive with approximately 160 residents bringing in
brush, leaves, needles and other yard waste materials. To
evaluate the program the AmeriCorps sent out a public
opinion poll to all the participants. Having 95 residents
respond with comments there was a need established to take
the project on the road to Grass Valley and Banner Mountain
in Nevada City.
A necessity to participate and work with the schools
was also a goal of this group. Athea Brusin worked with
Washington Elementary School to educate students on the
delicate balance between wildlife, human influence and
wildfire hazard. Those skills were then put to use in
constructing a model depicting a scene of a well maintained
homesite versus a neglected property. This model will be
displayed at the local county fair as well as other fuels
related functions.
The Nevada County RCD and AmeriCorps in cooperation
with local fire departments, CDF and a local home owners
group is currently producing a Wildfire Preparedness
Handbook for distribution to landowners in Nevada County.
This booklet will contain useful information on fuels
management and preparation before and after a fire passes.
The AmeriCorps have also been fortunate through the
resources of the RCD to purchase 600 firescape brochures
produced by East Bay Municipal Utility District. These have
been given to the public at workshops, the chipping and
shredding projects and over the counter. This has been
helpful to give a better grasp of what fuels management is.
After consulting with various fire and local agencies
there was a need established for work in Cascade Shores.
With the research and assistance from the AmeriCorps staff
the RCD was able to submit a proposal for CDF grant funds.
The proposal is for funding to establish a fuels reduction
plan and implementation for Cascade Shores.
Along with all the progress that AmeriCorps has made
there was participation in on the job training as well as
various conferences. Andy Lovato and Ron Zinke gave the
group training in the daily operations of the RCD and the
Natural Resources Conservation Service. The group was
involved with pasture management and erosion to attending a
public awareness seminar on the closing of the research
facility Sagehen. The group participated in workshops on
Timber and Hardwood management, pasture management, fuels
reduction and fire prevention.

TIMING IS EVERYTHING
It is not a case of if a wild fire will happen, but when and
where! No matter when or how it occurs, you can be sure
that it will surprise you. So in addition to preparing for
the inevitable by firescaping your home, developing a report
with your neighbors and local fire district, take some time
to address the natural processes that make wildfire such a
hazard to Nevada County and our homes.
Nevada County Is Considered A High Fire Severity
Zone
As Deemed By California Department Of Forestry And Fire
Protection
Any person that owns, leases, controls, operates, or
maintains any building or structure in, upon, or adjoining
any mountainous area or forest-covered lands, brush-covered
lands, or grass-covered lands, or any land which is covered
with flammable material, shall at all times do all the
following:
a) Maintain around and adjacent to such building or
structure a firebreak made by removing and clearing away,
for a distance of not less than 30 feet on each side thereof
or to the property line, whichever is nearer, all flammable
vegetation or other combustible growth. This subdivision
does not apply to single specimens of trees, ornamental
shrubbery, or similar plants which are used as ground cover,
if the do not form a means of rapidly transmitting fire from
the native growth to any building or structure.
b) Maintain around and adjacent to any building or
structure additional fire protection or firebreak made by
removing all brush, flammable vegetation, or combustible
growth which is located from 30' feet to 100 feet from such
building or structure or to the property line, whichever is
nearer, as may be required by the director if he finds that,
because of extra hazardous conditions, a fuelbreak of only
30' around such building or structure is not sufficient to
provide reasonable fire safety. Grass and other vegetation
located more than 30' feet from such building or structure
and less than 18 inches in height above the ground may be
maintained where necessary to stabilize the soil and prevent
erosion.
c) Remove that portion of any tree which extends within
10 feet of the outlet of any chimney or stovepipe.
d) Maintain any tree adjacent to or overhanging any
building free of dead or dying wood.
e) Maintain the roof of any structure free of leaves,
needles, or other dead vegetative growth.
f) Provide and maintain at all times a screen over the
outlet of every chimney or stovepipe that is attached to any
fireplace, stove, or other device that burns any solid or
liquid fuel.

Well maintained landscape
"A" fuels are fuels up to 18" from the ground, ie: grasses,
low growing landscape materials, needles, leaves, etc
"B" fuels are the middle level fuels up to approx. 6' in
height, small trees, untrimmed branches, manzenita, buck
brush and scotch broom et You want to remove these to
break up the "ladder" effect. The fire can move from the
ground to the tree tops by means of your "B" fuels.
"C" fuels are your canopy fuels. Proper spacing of at least
10' apart will help to reduce the "crowning" effect. You
want to break up your continuous canopy, when you look up
you should see sky. Tree trimming should be done in the
fall, and trees limbed up 6-8 feet from the ground and ten
feet away from each other.
REDUCE
Reduce vegetation within a 30-foot area adjacent to any
structure. Trees should be limbed up and dead limbs
removed. Base vegetation and lower limbs should be removed
to prevent a ground fire from "crowing" into a tree.
The removal of plant parts, such as branches or leaves,
pruning dead wood from a shrub, removing tree branches below
6-8 feet and mowing dried grass. Irrigation to grassland
keeps it green and less susceptible to fire.
Annual grasses grow in the early spring, and are a fire
hazard by June. Grazing, mowing, raking to 4" or less keep
them as ground fuels, instead of ladder fuels.
REMOVE
Remove hazardous brush, weeds and other vegetation for a
distance min. of 30 up to 100 feet around any structure
located in a hazardous fire area. If surrounding terrain is
steep, clearances of min of 100 up to 300 feet are often
necessary to provide adequate fire protection.
Removal of entire plants, particularly trees and shrubs that
form continuous lines vertically or horizontally. Selective
removal of trees and brush reduces the fuel load, and is
accomplished by mechanical, biological or chemical means.
Remove any portion of a tree which extends within 10 feet of
the outlet of any chimney or stovepipe. Remove any material
from roof, gutters and decks. Roads and driveways should be
well cleared of trees and brush to permit safe fire access.
Be sure that all wood is stores a least 30 feet from a
structure. All propanes tanks should be 30 feet from the
structure and be cleared of vegetation by 10'.
Dead and dying trees and brush are unsightly and a fire
hazard. Groom or remove them before fire season.
REPLACE
Replace weeded and cleared areas with fire resistant plants.
A well trimmed, low-growing, well-watered landscape is good
protection and retains valuable soil in our mountain
community.
Substitute brush with less flammable designated fire hazard
plants remember, no plants are fire retardant, however, you
can control how they will burn and where!

LANDSCAPING PRINCIPLES
AND DEFENSIBLE SPACE:
Safety in numbers: 4 Zones of defensible space
ZONE 4
Is located between 400 AND 150 Feet from the home, depending
on native vegetation and slope. The goal is to thin out
overcrowded native plants, eliminate ladder fuels and remove
any dead plants that will aid in the fire.
ZONE 3
Is located between 150 and 50 feet from the home. It
consists of irrigated and semi-irrigated native and
ornamental plantings, grouping together with a minimum of 10
feet apart, or 5 times the height of the shrubs/trees
involved.
ZONE 2
This zone is located between 50 and 10 feet from the home.
It consists of irrigated plantings, and turf. The potential
flammability of these plantings is critical.
ZONE 1
Located 5-10 feet from the home, irrigation, placement, and
fuel volume are especially important. Bedding plants and
ornamentals with low volatile oil contents should be
considered.

** WILD ANIMALS ARE DANGEROUS, ESPECIALLY WHEN SCARED BE
CAREFUL.
PRE - FIRE PLANING
1. Predesignate a meeting place out of your area incase
members of your family are not allowed back into the
homesite. Know your access out. Have a minimum of two
escape routes out.
2. Discuss fire plans with elderly neighbors who need
assistance.
3. Identify what you may wish to remove during a fire. Have
important papers and memorable, etc
ready to go.
4. Be sure to completely bury all plastic water lines.
Exposed water lines and risers will burn and drain water
systems.
5. Equip pool or hot tubs with a gasoline powered pump for
use as an auxiliary water supply for hose lines. Completely
drain gas from engine when not in use. Store fresh gas in
metal can.
6. Fire extinguishers are probably the most effective first
hit on a small fire. Have a few strategically mounted near
doors or exit points of buildings.
7. Periodically, check your fire insurance policy to see if
it will pay for rebuilding your home in today's economy.

Extinguishing methods involve removing one or more of the
elements that feed fire: FUEL, OXYGEN, HEAT.
The following basic emergency methods may be used while the
fire department and help are on their way the scene on small
or spot fires only.
WATER: best and fastest tool. Smother other fire with a
heavy, dissipated spray aimed at the base of the flames.
The idea is to make as much steam as possible. Well pumps
are driven by electricity. A private water source such as a
pond will be very valuable in the event of a wildfire.
Think about purchasing a generator or a pump for your water
system, contact your local fire department for info.
DIRT: smothers the fire by removing the air. It should be
thrown in swinging motion to scatter in a thin layer at the
base of the flames of snags, stumps, grass along a fire's
edge. However, buried fire should be uncovered and
extinguished after the spread of the fire is extinguished.
Wet Blanket: Can be effectively used on grass fires by two
people walking along the fire's edge and lying the blanket
down gently for a few seconds to smother a section of the
fire.
Wet Burlap Sack: Spank the fire with the sack.
Fire Line: Scratching a line to the mineral soil 1 to 1 1/2
times the height of the adjacent fuel will help prevent the
fire from advancing.
AFTER THE FIRE PASSES
Outside the house: check all roof surfaces first. Also
check ground fuels, around the structure to make sure they
aren't still smoldering.
Inside the house: check all furniture, window coverings,
bedding, carpets, closets and storage areas, from the attic
to the garage.
Once over is not enough. Continue checking for at least six
to ten hours after you think the fire is out.
IF YOU CHOOSE TO STAY, PROTECT YOUR HOUSE
If law enforcement and fire authorities permit and it's
"safe for you" to do so, and you chose to remain and protect
your house in the absences of Fire Fighters it's a wise idea
for able-bodied members of the house to remain to protect
the house in the absence of fire fighters, providing you:
1. Understand just how vulnerable you really are. Has the
brush around your home been adequately cleared? Do you have
adequate water stored on your site? Municipal water
traditionally has been unavailable during fires. Moreover,
during fires, winds are intense, erratic and extremely
dangerous.
2. Notify someone that you have decided to stay and fight
the fire.
3. Always have an escape route in mind and safety zone to go
to.
4. Stay clam, work at a steady pace suited to your physical
condition. Wear protective fire gear.
5. If an air tanker unloads its "slurry" near you, lie face
down towards the plane to lessen direct impact.
6. Park well off the road and driveways out of the path of
fire engines.

In the event of a fire or earthquake, you can anticipate
that our mountain community could be without electricity,
telephone and water supplies for 3-4 days. Local roads may
also be closed by fire or rockslides, so you need to be well

WASHINGTON SCHOOL SCIENCE PROJECT
The Nevada County Resource Conservation District (RCD), Americorps personnel
Athea Brusin, and seven 4th and 5th graders from Theresa Wilson's Science Class at
Washington School, created a Wildfire Hazard Display for the Nevada County Fair.
The Display consists of 2 separate homesteads of different hazard levels: a protected
homestead and a typical uncleared site. The displays also illustrate the effect of slope
and homesite selection on wildfire pathways.
The students involved were Jack Tiffany; Robbie Eaton; Ricky Eaton; Shanna Moran;
Tony Lamardelli; Alexandra Greenly; Christi-anne Greenly. These students worked on
the project once a week for six weeks, and Athea introduced them to the associtated
topics of flora and fauna, and their role in a Firesafe Landscape design.
The Display is currently housed at the Resource Conservation District Office until the
Fair in August. Property owners and other interested parties are encouraged to come
have a look, and discuss your personal situation with the AmeriCorps staff members.

MOSQUITO FISH CULTIVATION
The Nevada County Resource Conservation District (RCD), and the Americorps
personnel, Athea Brusin and Christi Maison, aided longtime resident Abe Tobis with
the harvesting of mosquito fish from his lower pond on Tuesday April 4, 1995. This
was done in an effort to facilitate other local pond owners in the use of mosquito fish
for mosquito control.
Mr. Tobis has been supplying Nevada County ponds with free mosquito fish for 26
years. Until recently, Abe has had the fish at his home, but is now supplying the Pet
Mine Pet Store with his precious catch, available to Nevada County residents during
normal business hours.
