THE CLINTON ADMINISTRATION RECORD
Promoting Tolerance and Fighting Discrimination
*
Endorsed the Employment Non-Discrimination Act, a bill to outlaw discrimination in the hiring, firing
and promotion of people based on their sexual orientation. This act made President Clinton the first
U.S. president ever to back a gay civil rights bill;
*
Successfully fought for the repeal of the Dornan amendment, which would have required the expulsion
of all HIV-positive servicemembers regardless of their ability to do their jobs;
*
Signed into law the Hate Crimes Sentencing Enhancement Act;
*
Condemned anti-gay ballot initiatives in several states and helped to defeat them in Oregon, Idaho and
Maine;
*
Ordered all federal agencies to implement non-discrimination policies that include gays and lesbians;
*
Issued an executive order mandating that security clearances no longer be denied based on sexual
orientation;
*
Changed U.S. policy to grant political asylum to people who fear persecution in their home countries
because of sexual orientation.
Welcoming Our Contributions in the Field of Public Service
*
Appointed more than 100 openly gay people to administration jobs, including former Assistant
Secretary of Housing and Urban Development Roberta Achtenberg and U.S. Patent and Trademark
Office Director Bruce Lehman, the first open lesbian and gay man to be confirmed by the U.S.
Senate;
*
Nominated open lesbian Deborah Batts to the U.S. District Court of New York, making her the first
openly gay or lesbian federal judge in the nation's history;
*
Appointed the first ever President's Liaison to the gay and lesbian community, Marsha Scott;
*
Appointed openly gay physician Scott Hitt to head the President's Council on HIV/AIDS.
Working to Save Lives and Improve Health Care
*
Increased public health spending for HIV/AIDS programs by 40 percent since taking office, including
a 108 percent increase for Ryan White CARE programs and a 26 percent rise for AIDS-related
research;
*
Revamped drug approval processes and eliminated barriers to the rapid approval of new life saving
drugs;
*
Established the Office of AIDS research at the National Institutes of Health;
*
Convened the first White House summit on AIDS and HIV;
*
Created a permanent Office of Women's Health Research;
*
Sponsored a national conference to examine the causes of and solutions to gay youth suicide at the
Department of Health and Human Services.
