FAX LINE 8-10-95 2:46 pm Page 1 of 3 THE WHITE HOUSE Office of the Press Secretary For Immediate Release August 4, 1995 STATEMENT BY THE PRESS SECRETARY Executive Order on Access to Classified Information The President today signed an Executive Order on Access to Classified Information, which for the first time requires uniform standards for U.S. agencies in granting security clearances. The Order strengthens personnel security for all U.S. Government agencies and contractors, while insuring fair treatment for the men and women entrusted to protect the Nation's secrets. The Order requires reciprocal acceptance of clearances of facilities and personnel by all agencies; clearances only for those with a job-based need; and uniform standards for investigation and adjudication of clearances. Under the Order, no inference may be raised solely on the basis of the sexual orientation, nor mental health counseling. The Order also establishes a process for appealing revocation or denial of a clearance, featuring representation, access to files, a hearing and a three-member appeals panel. To be granted access to classified information, employees will be required to fill out financial forms, to authorize access to public records and disclose their finances. The Order limits the use of these forms. Those with the most sensitive access may be required to provide more frequent disclosure, so that unexplained wealth or indebtedness (the key indicators of espionage in recent years) may be more easily detected. Safeguards are documented for use of new disclosure forms. (more)
