STATEMENT BY CHRISTINE SHELLY, ACTING SPOKESMAN
$30 MILLION FOR REFUGERS FROM RWANDA/BURUNDI
The President has authorized the use of up to $30 million from
the U.S. Emergency Refugee and Migration Assistance Fund to
meet the urgent needs of refugees, returnees, and conflict
victims resulting from the Recanda Burundi emergency.
Over 2 million refugees who Sled the conflict in Rwanda remain
in the neighboring countries of Tanzania, Baire, Uganda, and
Bururdi. Intimidation by former Rwandan government troops in
the refugee camps and concerns about security inside Rwanda
have slowed repatriation to & trickle.
Inter-ethnic tension between Hutus and Tutsis continues to
prevent the quarter of 2 million remaining Burundi refugees
from returning home and has led recently to new outflows of
Burundians fleeing to neighboring countries.
This new funding reaffirms our commitment to assist the ongoing
humanitarian relief effort. It will be made available to
international organizations providing critical relief in
Rwanda, Burundi, Tanzania, Saire, and Uganda as follows:
United Nations High Commissioner tor Refugees

The World Food Program
$ 5 million
The International Federation of Red Cross &
Red Crescent Socities
$ 8 million
The International Organization for Migration
$ 1 million
This will bring the U.S. assistance since April to
approximately $230 million. In addition to this funding, the
Department of Defense made a significant contribution to the
relief effort through the provision of service packages to
UNHCR - the supply and delivery of potable water in Goma and
the establishment of airport services and distribution
facilities.

A. WE ARE SATISFIED THAT THE HAITIAN
GOVERNMENT IS WORKING TO MOUNT
ELECTIONS AS QUICKLY AS POSSIBLE TO MEET
THE MID-JANUARY CONSTITUTIONAL DEADLINE,
BUT WE UNDERSTAND IT TAKES TIME TO
PREPARE ADEQUATELY TO ENSURE THE
ELECTIONS ARE FREE AND FAIR.
BROAD-BASED CONSULTATIONS ON THE
ELECTORAL PROCESS ARE CURRENTLY
UNDERWAY, WITH CONSIDERABLE
INTERNATIONAL ASSISTANCE, AND WE
ANTICIPATE ACTION SHORTLY IN PARLIAMENT ON

Q: What is the U.S. doing to rid the Haitian countryside
of section chiefs and thugs?
A. WHATEVER AUTHORITY THE SECTION CHIEFS
CURRENTLY HOLD IS DERIVED FROM THE HAITIAN
GOVERNMENT, WHICH FOR TOO MANY YEARS
WAS UNDER THE CONTROL OF REPRESSIVE
FORCES. WE SUPPORT EFFORTS BY THE
GOVERNMENT OF PRESIDENT ARISTIDE TO
REMOVE THE CAPACITY OF THE SECTION CHIEFS
TO ABUSE THAT AUTHORITY.
IT IS UP TO THE HAITIAN GOVERNMENT TO DEFINE
AN APPROPRIATE STRUCTURE FOR LOCAL LAW

Q: What is the US view of the suit brought by Haitian Refugee Center
concerning treatment and status of Haitians being offered
safehaven in Guantanamo?
A: THE HAITIAN REFUGEE CENTER AND OTHERS HAVE FILED A
MOTION TO INTERVENE IN THE CURRENTLY PENDING LAWSUIT
INVOLVING CUBAN NATIONALS AT GUANTANAMO. THEY HAVE
FILED A COMPLAINT AND A REQUEST FOR A TEMPORARY
RESTRAINING ORDER. AT THIS TIME, THE COURT HAS ONLY
DIRECTED THE U.S. GOVERNMENT AND THE PARTIES
REPRESENTING THE CUBANS TO RESPOND TO THE MOTION TO

MEXICO: PROTEST NOTES
Q. What did the Government of Mexico protest in its diplomatic
notes last week? What did the IT.S. say in response?
A: THE EMBASSY OF MEXICO SENT THREE DIPLOMATIC NOTES TO THE
STATE DEPARTMENT LATE LAST FRIDAY. OCTOBER 18.
ONE OF THE NOTES REFERRED TO PROPOSITION 187, WHICH WILL BE
ON THE NOVEMBER B BALLOT IN CALIFORNIA. THE NOTE STATED
THAT THE RELATIONSHIP RETWEEN THE UNITED STATES AND MEXICO
IS AT ONE OF ITS BEST MOMENTS IN HISTORY. IT COMPLAINED
THAT PROPOSITION 187 WENT AGAINST THE SPIRIT OF THIS
RELATIONSHIP AND STATED THAT THE PROPOSITION AND THE
ATMOSPHERE SURROUNDING IT COULD HAVE A NEGASIVE INFLUENCE
ON TRADE AND THE RELATIONS BETWEEN OUR TWO COUNTRIES.
THE POEPLEOF CALIFORNIA WILL VOTE ON THIS MATTER NEXT
TUESDAY. PRESIDENT CLINTON AND ATTORNEY GENERAL RENO HAVE
