Outline for Meeting with Presidential Speechwriters
1. Call upon Congress and the FCC to fully fund by 1999 the initiative to wire schools,
libraries & rural health care facilities. Challenge parents, students and teachers, businesses
and community groups to do their part to provide the necessary resources to successfully
integrate technology and ensure that Americans are prepared for the new economy. The E-
rate is a catalyst for the essential additional efforts from the private, non-profit, and public
sectors.
2. Call upon Congress, states, and localities to provide the resources to keep schools,
libraries, colleges and community centers with technology open to the public for additional
hours and staffed by supervisors, trainers, and mentors.
Examples: Look for MIT example, Plugged-In in Palo Alto has TF grant from NTIA, three
Americorp workers through Public Allies, and strong private sector participation. Challenge
MIT students to participate in Tech Crop, Net Day, etc.
3. Call upon the Chairman of the FCC to work with the President's Initiative on Race to hold
a summit on access to telecomminications/electronic red lining.
Examples: Chinatown in Boston and Indian reservation.
4. Call upon the Justice and Commerce Departments and the FCC to examine recent mergers
to determine if they limit diversity in telecommunications.
5. Challenge the industry and the public to ensure that the transition from a broadcast to a
digital democracy includes all Americans. Highlight the President's Advisory Committee on
the Public Interest Obligations of Digital Broadcasters and affirm that we must continue to
look for new ways to ensure that our media educates children and fosters an informed public
debate on the important issues of our time.
