and math education. And although a majority of high school students surveyed recently
were interested in pursuing a career in fields relating to science and math, only 12% of them
had the skills required to do so.
But there is good news. Despite those who berate our public education system, we
have seen improvement. Just thirteen years after the landmark Nation at Risk study,

As I have travelled the country over the past few years, I have seen so many

individual communities. The Algebra Project in Mississippi teaches poor children
mathematical concepts through real life examples. And the Family Math program, in
Berkeley, California gives parents the confidence and skills to help their children learn math.
Not only are changes happening on the local level, but they are happening at the
national level-too. When I was growing up, I dreamed of being an astronaut. So I wrote to
NASA to ask what I needed to do, and they promptly informed me that women were not
being considered for the job. I'm pleased to say that this policy has changed, and numerous
women have flown in space and NASA's first woman Chief Scientist, France Cordova, was
appointed by President Clinton. In college, she majored in English, because women weren't
really welcome in the scientific field. She later went back to school to get her PhD in
Astrophysics. Today, women make up one-third of our nation's science and engineering
graduate students, compared with one-quarter twenty years ago.

scientists in the world. But we need to make sure all of our students learn good math and
science skills while they are in school. That's why national math and science standards are
so important. These standards stress the value of hands-on learning that allow students to
analyze complex problems. And these standards emphasize that all children can learn math
and science.
The standards are not federally imposed requirements, but are recommended standards
for educators that were developed by national grass-roots teams of teachers, university
faculty, science and math society members and others. Coupled with Goals 2000, these
national standards should pave the way for improved teaching of math and science.

Goals 2000 also lays the groundwork for cooperation among federal, state and local
education programs. It is only if we all work in partnership -- government, schools,
communities, parents and students -- that we will be able to ensure that our children will be

Presidential Awards for Excellence in Science and Mathematics Teaching
Presidential Awards for Excellence in Science, Mathematics, and Engineering Mentoring
Tentative Date:
May 9 or May 10 (or after 3:00 p.m. on May 8)
Location:
South Lawn (the National Science Foundation will provide tent, if needed)
Academy of Sevence
Participants:
238 winners representing all 50 states, DC, and US territories. At least 4
winners from EACH state.
Media:
Grass Roots Opportunity: This is an excellent grass roots opportunity. With at least
4 Presidential Award winners from each state, we expect extensive hometown media
coverage. We alreadv have heard numerous reports of local newspapers carrying
stories about their local teachers traveling to the White House to receive a Presidential
Award. We anticipate follow-up stories in all of the local papers describing the
teachers' visits to the Washington.
Photo-Ops to distribute to Local Press: We propose a large group Photo with the
First Lady. We will also arrange photos of State winners (all 4 winners from each
state) with high ranking Education, Science, and Technology officials from the
Administration.
Networking: Grass Roots Networking: The award winners will meet with the Department of
Education so that the teachers can become a part of the Dept.'s electronic and
correspondence network. These teachers are involved in state and local efforts and
they make several speeches annually. The Dept. of Education will maintain contact
with the teachers and provide them with valuable information about the
Administration's activities throughout the year. They can then serve as ambassadors
for our education message.
Message:
Good Message Event: There are two closely related messages, education for the
future, and diversity. The teaching awards are conferred on science and math teachers
from elementary and secondary schools in each state. The Education Message could
focus on education for the future. Science, mathematics, and technology are integral
parts of a curriculum if we are to prepare our young people adequately for the global
marketplace of the information age. The Administration has been committed to
education and to science and technology as our nation's investments in the future. This
event ties together these issues by honoring the educators who are teaching skills for
the 21st century.
The Diversity and Access to Education Message. Because the Mentoring Awards
have been added to the event, this is the perfect opportunity to discuss the
Administration's commitment to access and to mentoring underrepresented groups so
that they will be competitive in the future job market. The Mentoring Awards include
15 individuals and 5 institutions that have exemplary records of mentoring women,
underrepresented minorities (including Native American, Hispanics, and African
Americans), and disabled persons. They are involved in mentoring students of all ages
(elementary and secondary school, college, and graduate school). Further, the award
winning mentors, themselves, are a highly diverse group of individuals. This is the
first year for the Presidential Mentoring Awards.

For the President to address the winners of three Presidential
awards. Winners represent all 50 states.
1. Presidential Award for Excellence in Science and
Mathematics Teaching (108 Elementary School teachers).
2. Presidential Award for Excellence in Science and
Mathematics Teaching (108 Secondary School teachers).
3. Presidential Award for Excellence in Science,
Mathematics, and Engineering Mentoring (10 faculty & 10
institutions/organizations).
At the request of the President's scheduler (after last year's
event), we have combined the two teaching awards and
added the new mentoring award into one consolidated event
to facilitate Presidential participation.
PURPOSE:
This is an opportunity for the President to recognize 250
educational leaders and to reaffirm the Administration's
commitment to education, science, technology, and diversity.
This national audience would be receptive to the President's
message about the importance of education, the value of
technological literacy, and significance of access to education
for all Americans.
BACKGROUND:
This Administration has consistently promoted efforts to
enhance science and mathematics education and to increase
participation of the diverse student population of our nation
(e.g., Goals 2000, Science in the National Interest, affirmative
action, educational technology). The Presidential awards
honor individuals and institutions from around the nation
that have demonstrated outstanding and sustained teaching
and mentoring efforts. The Presidential awards are the
highest honor for mathematics and science teaching and
mentoring. It should be noted that this is the inaugural year
of the Mentoring award (which was established by the
President 1/30/96).
PREVIOUS
The President addressed the secondary teachers in 1993.

Each year since 1993, the elementary and secondary teachers
have been received by either the Vice President or the First
Lady.

schools, one that is now beginning to have a positive effect on the performance of students
in math and science. Your presence at the award ceremony will send a strong signal about
the importance you accord their efforts.
The event, proposed for the South Lawn, is a wonderful opportunity to recognize what is
excellent in American education. It will provide an ideal setting to discuss some of the
educational accomplishments of this Administration and your continuing efforts to ensure
that the children of today can survive a competitive environment that is increasingly based
on science and technology.
I urge you to take advantage of this opportunity to speak directly with those on the front

EDUCATION EVENTS
The purpose of this memorandum is to highlight and endorse two scheduling proposals you
have received regarding education events. These proposals -- Announcement of the
National Teacher of the Year and a White House Celebration of Excellence in Teaching --
both fit into the Administration's agenda of education reform. Both of these events provide
an opportunity for significant regional and local media coverage. Both of these proposals arc
attached.
The first event would coincide with the annual announcement of the Teacher of the Year on
April 24-25. Participants would include the National Teacher of the Year, along with the
State Teachers of the Year. In addition, the Chief State School Officers from every state
would be invited to attend. The Chief State School Officers are the sponsors of the annual
Teacher of the Year awards. This event would be an excellent follow-up to the NGA/IBM
Education Summit, which will be held on March 26-27.
Participants in the second event -- A White House Celebration of Excellence in Teaching --
would include a broader group of teachers (representing every state) who have been
recognized by national programs for their exemplary performance. This event has been
proposed for the week of May 6-10 with a preference for May 7th, National Teacher
Appreciation Day. Please note that this event could also incorporate a third proposal you
received from Jack Gibbons and Carol Rasco, acknowledging the winners of Presidential
awards in Math, Science and Technology (proposal attached) with other national award
winning teachers.
This expanded event would provide an opportunity for the President to acknowledge --
among others -- the following groups of teachers:
Winners of Presidential Awards in Math, Science and Technology;
New National Board Certified Teachers;
National Teachers Hall of Fame Honorees;
Disney American Teachers;
Milken National Educators; and
Sally Mae Outstanding First - Year Teachers
Up to 1,500 teachers would participate in this event and it would take place on the South
Lawn. As Kitty Higgins indicated in her scheduling proposal, this event could coincide with
the release of a public service announcement made by Recruiting New Teachers (RNT). The
purpose of this announcement is to highlight the importance of excellence in teaching --- a
message that is certainly consistent with the Administration's message to communities to
improve education.
It is our opinion that both of these events would play very well for us. They would be
excellent opportunities for us to keep highlighting education as a priority and, again because
wc would have teachers representing cvery state, they would generate significant local press.

Sabrina: According to our files, the First Lady has participated
in this event three times in the past:
3/9/95 secondary school teachers
3/10/94 elementary school teachers
4/29/93 elementary school teachers
Thus, you may have previous remarks on file. This year, we have
combined the two awards so that she will be addressing the
elementary school and secondary school teachers together (a total
of 218 winners, at least 4 from each state). Please let me know
if you have past remarks from these. That would make the task one
of updating rather than creating.
