is made "the duty of the Colonel N Senior offerer
of the Ordnance Department x - X-X under the
direction of the Secretary for the Department
of War, to in ake contracts x-x-y for processing
the necessary supplies X-X-X of Ordnance and
On dnance stores
- The theory therefore is,
that all such contracts, shall be specially
sanctioned by the Secretary of War. the
