Mills PI To: AGWAR No. 780 April 15, 1942 Severe fighting continues in Cebu. There is no change in disposition of troops on the other islands in Visayas and Mindanao. Aggressive patrolling continues on all fronts in Mindanao. Fortified Islands again were under artillery bombardment from south shore of Manila Bay and Bataan. Corregidor was bombed 4 times but our aa batteries keep enemy bombers at altitudes which make pre- cision bombing very difficult. Seacoast batteries laid down counterbattery fire against enemy artillery positions. Damage to our installations was negligible. Hostile troop concentrations in Bataan were dispersed and numberous casualties inflicted by our artillery, ammunition dumps were blown up, and motor traffic interrupted by hits on mountainous roads. General Issimo has asked me to request the War Dept to make contracts within Lend Lease for following articles arranged by Soong in his talks in Canada: 18,000 light machine guns for delivery January 1943; 320-6 pounder at guns delivery beginning this winter; 6,000-1* inch ataguns delivery next year; 360-25 pounder guns delivery beginning July completed next summer; 300-40 MM AA guns delivery indefinite; 108-3.7 AA guns delivery indefinite. All of above with appropriate amsunition supplies. The 25 pounders are in addition to same number refer- red to in your number 343. In general the supply to China tends to become a build up for amassing quantities of material with slight possibility for getting it here and with no practicable plan for the supply of ammunition and its employment in this repeat this war. Until shipping facilities to China are more clearly foreseen than at present I urge that contracts in Canada and in the U 8 be restricted to items susceptible of use in the U S Service so that in event shipment impossible material may be diverted to use in our own defense. American types should be replaced by British only when former cannot be supplied within a reasonable period. No. 540 Reports have been received from Civilian Maintenance Personnel of Sperry Company, partially corroborated by other civilian reports, that RAP in Egypt have not taken advantage of American Technical School and in general mechanics are not qualified to overhaul instruments or other airplane equipment including engines and planes. It is reported that British RAF make very little effort to maintain airplanes or to repair them, depending upon replacement of complete planes. For Haxwell from AFADS. Hand and power tools are reported to be lacking, instruction manuals and parts catalogues are not being furnished troops and no effort is being made to train maintenance personnel, resulting in tremendous waste of equipment. No. 479 After study of the following message you are directed personally to explain to the Generalissimo the nature of the plans and efforts outlined herein for assisting and support- ing China so that he may realize our understanding of his critical problems on the Burma Front and may appreciate the difficulties we have encountered in our efforts to render effective aid to him and his country. This message urgent for General Stilwell or in his absence for Bissell. The insistent and continuous demands from all over the Forld upon our munitions production and upon our very limited shipping capacity, to say nothing of difficulties of communication into China, have all combined to delay movement of airplanes and munitions into that region. Doctor Soong is fully aware of the great difficulties we have encountered. The President has carefully studied a message just received from the Generalissimo and is com- pletely sympathetic with the War Department's intensive efforts to assist. The President realizes the importance of the Burma Front, and the magnificent work being done by the Chinese armies under the most adverse conditions. With regard to present plans: Very quickly the AVG should reach full strength in both planes and personnel. Thereafter we will maintain it at full strength. Other planes assigned to China will leave here to be attached to the AVG as soon as they are in operational condition. This applies particularly to a number of Lockheed-Hudsons, which should begin leaving at an early date. The Naval situation in the Bay of Bengal and the Indian Ocean has deteriorated seriously in the past few days and the threat against Calcutta and the Eastern coast of India is critical not only to India itself but to our future ability to assist China. We agree in general as to army but we locate first division in Manchuria, 19th and 20th 1st line divisions in Manchuria with their depots in Korea and 57th division in South China. Japs now have certain- ly 72 and probably now 82 active divisions altogether plus 17 depot or training divisions in Japan and Korea. In Thailand and Burma are certainly 18th, 33rd and 55th divisions: possibly 17th, 4th and 38th divisions in order of probability: existence of 4a and 88th divisions 1s doubtful. Air Ministry estimates total Jap 1st line planes at 2600 not repeat not your figure 3947 which presumably includes all shipborne aircraft probably numbering 600. Your additional figure of 700 reserves or in transit seems small for so large an air force. Your 782. During conversation Auchinleck asked why our War Department wanted information on Malta your 794. I replied I felt our interest in this War is such that loss of Malta affects us as well as Britain. General Auchinleck explained that General Dill in Washington receives the official Middle East weekly estimate of situation which General Dill doubtlessly makes available to United States War Department. General Auchinleck intimated this information might be sufficient to meet present needs of our War Department, added he was concerned lest General Dill and I might present divergent views on situation in Middle East. General Auchinleck suggested this possibility of diver- gent views in his cable to War Office. I took the stand that although General Dill might present such information as was available to him on Middle East to our War Department, our Government desires its own intelligence agency just as does British. The confidence your Excellency places in my judgment in this desperate situation as well as the kindness of your message merit my heartfelt gratitude. I have done all that could have been done to hold Bataan but starved men without air and with inadequate field artillery support can not endure the terrific aerial and artillery bombardment that my troops were subjected to. Enemy has emplaced heavy artillery on south shore of Bataan and now keeps Corregidor under constant artillery fire as well as air bombing. Report received this morning that enemy is now landing in considerable force on the Island of Cebu. Due to difficulties of communication, I have no further information on the progress of this landing. Obviously if hostile troops take the Island of Cebu it will no longer be practicable to ship the supplies which have been assembled there.
