Severe fighting continues in Cebu. There is no
change in disposition of troops on the other islands in
Visayas and Mindanao. Aggressive patrolling continues on
all fronts in Mindanao. Fortified Islands again were
under artillery bombardment from south shore of Manila Bay
and Bataan. Corregidor was bombed 4 times but our aa
batteries keep enemy bombers at altitudes which make pre-
cision bombing very difficult. Seacoast batteries laid
down counterbattery fire against enemy artillery positions.
Damage to our installations was negligible. Hostile troop
concentrations in Bataan were dispersed and numberous
casualties inflicted by our artillery, ammunition dumps
were blown up, and motor traffic interrupted by hits on
mountainous roads.

Under provisions ar 600-45 request award of disting-
uished service medal to Major General Henry Osborne Curtis
CB, DSo, MC, General officer commanding British Iceland
(C) force. Major General Curtis while serving as general
officer commanding Iceland (C) force, a duty of great
responsibility, distinguished himself by exceptionally
meritorious service to the Government and to the army of
the United States of America during the period of the
joint operations of the American and British forces in
Iceland from July 7th 1941 to April 20, 1942. Through
his unfailing cooperation and limitless assistance a
difficult and complicated relief of defense forces in
Iceland was effected without joopardizing the security of
this strategic island. Entire service of Major General
Curtis since- rendition of above service has been honorable.
Major General Curtis will leave Iceland on or about
April 20th. If award is authorized by the President
request radio advice of award in order that I may inform
Major General Curtis prior to his departure.

Signal Construction Co by 1st available transportation. Not

Attention Chief Staff. General Issimo has asked
me to request the War Dept to make contracts within Lend
Lease for following articles arranged by Soong in his
talks in Canada: 18,000 light machine guns for delivery
January 1943; 320-6 pounder at guns delivery beginning
this winter; 6,000-1* inch ataguns delivery next year;
360-25 pounder guns delivery beginning July completed next
summer; 300-40 MM AA guns delivery indefinite; 108-3.7 AA
guns delivery indefinite. All of above with appropriate
amsunition supplies.
The 25 pounders are in addition to same number refer-
red to in your number 343.
In general the supply to China tends to become a
build up for amassing quantities of material with slight
possibility for getting it here and with no practicable
plan for the supply of ammunition and its employment in
this repeat this war. Until shipping facilities to China
are more clearly foreseen than at present I urge that
contracts in Canada and in the U 8 be restricted to items
susceptible of use in the U S Service so that in event
shipment impossible material may be diverted to use in our
own defense. American types should be replaced by British
only when former cannot be supplied within a reasonable
period. See also repeat of our number 435 in reply to your
343 in which large contracts for British material requested.

Baker e under the personal command of Brigadier General
Ralph Royce attacked the enemy in the Philippines at
Nichols Field, Batangas, Cebu and Davao with the following
results: At Nichols destruction of hangars and damage to
rusways; at Davao 1 bomber destroyed and several danaged,
2 transports hit 1 probably sunk, 2 seaplanes damaged 1 shot
down, troop concentrations dispersed, docks and warehouses
damaged; at Cebu 3 transports sunk, 2 others hit and several
close misses, shot down 3 planes, damaged several on the
ground, and damaged docks; at Batangas 1 freighter sunk.
1 of our planes was lost but the crew was saved.

War Dept. No. 540
Reports have been received from Civilian Maintenance
Personnel of Sperry Company, partially corroborated by
other civilian reports, that RAP in Egypt have not taken
advantage of American Technical School and in general
mechanics are not qualified to overhaul instruments or other
airplane equipment including engines and planes. It is
reported that British RAF make very little effort to maintain
airplanes or to repair them, depending upon replacement of
complete planes. For Haxwell from AFADS. Hand and power
tools are reported to be lacking, instruction manuals and
parts catalogues are not being furnished troops and no
effort is being made to train maintenance personnel,
resulting in tremendous waste of equipment. If true,
this condition warrants representation being made by
War Department to British High Command for correction.
It is desired that you investigate thoroughly and report.

After study of the following message you are directed
personally to explain to the Generalissimo the nature of the
plans and efforts outlined herein for assisting and support-
ing China so that he may realize our understanding of his
critical problems on the Burma Front and may appreciate the
difficulties we have encountered in our efforts to render
effective aid to him and his country. This message urgent
for General Stilwell or in his absence for Bissell.
The insistent and continuous demands from all over the
Forld upon our munitions production and upon our very
limited shipping capacity, to say nothing of difficulties
of communication into China, have all combined to delay
movement of airplanes and munitions into that region.
Doctor Soong is fully aware of the great difficulties we
have encountered. The President has carefully studied a
message just received from the Generalissimo and is com-
pletely sympathetic with the War Department's intensive
efforts to assist. The President realizes the importance
of the Burma Front, and the magnificent work being done by
the Chinese armies under the most adverse conditions.
With regard to present plans: Very quickly the AVG
should reach full strength in both planes and personnel.
Thereafter we will maintain it at full strength. Other
planes assigned to China will leave here to be attached
to the AVG as soon as they are in operational condition.
This applies particularly to a number of Lockheed-Hudsons,
which should begin leaving at an early date.
The Naval situation in the Bay of Bengal and the Indian
Ocean has deteriorated seriously in the past few days and
the threat against Calcutta and the Eastern coast of India
is critical not only to India itself but to our future
ability to assist China. We deem it of transcendent in-
portance to establish speedily some air protection along this
coast to avoid risk of destruction of the British Eastern
Navy, which would open up northeast India to invasion and per-

Reference your cable of March 31st Jap order of
battle British Military Intelligence Delhi comments
as follows. We agree in general as to army but we
locate first division in Manchuria, 19th and 20th 1st
line divisions in Manchuria with their depots in Korea
and 57th division in South China. Japs now have certain-
ly 72 and probably now 82 active divisions altogether
plus 17 depot or training divisions in Japan and Korea.
In Thailand and Burma are certainly 18th, 33rd and 55th
divisions: possibly 17th, 4th and 38th divisions in order
of probability: existence of 4a and 88th divisions 1s
doubtful. Air Ministry estimates total Jap 1st line
planes at 2600 not repeat not your figure 3947 which
presumably includes all shipborne aircraft probably
numbering 600. Your additional figure of 700 reserves
or in transit seems small for so large an air force.
Figures for Japan, Sakhalin, Manchuria and Korea are
reasonable: China too high: Formosa and PI right:
Mandated Islands our estimate 3 to 4 hundred: Thai
Burma our estimate 3 hundred plus: other figures seem
high. Comment ends Q. Request your further comment.

as far north as Nogales and Cananea. Reference my cable
106 no information obtained that indicated any impending
revolution. Intelligence officer at Fort Buachuca con-
tacted at Nogales and believes revolution imminent. I do
notbelieve so although Axis subjects probably carry on
Anti-American propaganda. Movement of Axis subjects from
states of Sinaloa and Sonora has been very slow. There
are about 300 Japanese and 50 Germans still in Sinaloa
and 195 Japanese and 50 Germans in Sonora. In Nayarit

soviet not wanting war in Far East and are taking all
precautions to avoid incident but are preparing defense
that Japan also not wanting war but German pressure
and support from Japanese Army group may force attack,
date dependent on outcome of Philippine Islands.

enemy submarine at a point about 18 miles East Northeast of
Oregon inlet. Infantry patrol nearby stated after 1st shots
were heard 6 or 8 minor explosions occurred within 10 minutes
and airplane flares were dropped. Army observation plane
reported that survivors apparently from the submarine and
estimated to number 20 to 25 were being picked up by Navy
patrol boat.

Replying your SIRYC 20 we prefer the arrangement
you suggest that charter agreement for *1 Dutch coast-
wise vessels be negotiated between Far Shipping Admin-
istration and Dutch Government. This will not embarrass
us but the Dutch Government should instruct the owners
KPM Royal Packet Navigation Company through Dutch Gov-
ernment representatives Melbourne that this procedure
has been agreed to by the two governments. Following
an agreement War Shipping Administration should cable
promptly terms and conditions and thereafter send us
complete draft of the agreement to assure proper func-
tioning which is difficult without knowledge of terms
of employment. Our preference is for time form of
charter as this relieves us of burden and responsibility
of management features but this is not essential. Two
important features must be considered the first is
control over native Javanese crews. On the first
mission crew of one vessel struck at the last minute
and as no replacements could be secured vessel could
not sail and other disposition had to be made of the
troops. The second relates to restricted limits with-
in which vessels may operate. Substantially these
are Spencers Gulf to Townsville on the Australian
Continent and Tasmania New Caledonia New Zealand Fiji
and Samoa. We would like the limits eliminated from
the agreement and left a matter for determination by
Dutch Naval Officials and ourselves.

heavy fighting is in progress. Our forces in Mindanao
ambushed a truck column causing casualties to enemy,
but none suffered by our troops. Heavy fighting report-
ed in Digos Area. No change in other parts of Mindanao.
Corregidor and Fort Frank were under artillery fire
during the day from Bataan and Cavite. Heavy bombers
attacked Corregidor by flights of 2 to 6, 4 times during
the day. Shelling and bombing caused negligible military
damage and soue casualties. Our artillery fired counter
battery at enemy positions on both shcres.

that the Secretary of War in the name of the President
approve the following citation. The merit of the per-
formance of these units is unquestioned and I request
that favorable consideration be given at once for
psychological reasons. Most of these units were cited
once in War Department go no. 14 dated 9th March 1942.
Citation: the harbor defenses of Manila and subic bays
and naval and marine corps units serving therein, United
States Forces in the Philippines, are cited for out-
standing performance of duty in action, during the period
from March 14th to April 9th 1942 (inclusive).
Although subjected repeatedly to intense and pro-
Longed artillery bombardment by concealed hostile
batteries in Cavite Province and to heavy enemy aerial
attacks, during the period above mentioned, and despite
numerous casualties and extensive damage inflicted on
defensive installations and utilities, the morale, in-
genuity, and combat efficiency of the entire command
have remained at the high standard which has impressed
fighting men the world over.
On March 15th. approximately 1,240 MM projectiles
were fired at forts Frank and Drumand large numbers of
lesser caliber projectiles struck forts Hughes and Wills.
Again on March 20th, over four hundred 240 MM shells
were fired at Fort Frank and a lesser number at Fort
Drum, while enemy air Echelons made a total of 50 attacks
on Fort Hills with heavy serial bombs.

During the entire period all units maintained their
armament at a high degree of efficiency. while Seaward
defense elements executed effective counter battery action,
antiaircraft batteries firing at extreme ranges exacted
a heavy toll of hostile attacking planes, and naval and
marine units from exposed stations assured the defense
of the beaches and approaches to the fortified islands.
By unceasing labor and regardless of enemy activity
essential utilities were restored and the striking power
of the command maintained unimpaired.
As a result of their splendid combined efforts,
ruggedness, and devotion to duty the various units and
services comprising the harbor defenses of Manila and
Subic Bays have frustrated a major hostile attempt to
reduce the efficiency of the fortified islands.

DOW on Corregidor should be sufficient to supply the
Garrison for 6 to 8 weeks unless there has developed
some new circumstance of which X know nothing replying
your 1241. Other supplies excepting antiaircraft
ammunition although naturally dependent upon degree
of onemy pressure should last longer. As explained in
previous radios this fortress was built before the full
power of air attack had been developed and is vulnerable
along many lines. Medium and heavy artillery mounted
on the Bataan shore can without question destroy vital
features of the defenses. With the premature fall of
Bataan the onemy has probably captured numbers of
155 millimeter guns and ammunition which will unquestion-
ably soon be put into action. The life of this fortress
is therefore definitely limited and its destruction cer-
tain unless sea communications can be restored. I have
the impression from your previous radios that such & step
in the immediate future is impracticable. Under these
conditions you must be prepared for the fall of the
Harbor defenses. With both Cavite and Bataan shores
occupied by the enemy it becomes practically impossible
for shipping to reach the defenders. Moreover with
the enemy moving in strength into the Visayas no supply
help can be expected from that quarter. The small landing
field on Corregidor is available only for light aircraft.

For General Marshall. Your kind neasage of April
twelfth received. It encourages me and will when published,
be an inspiration to the gallant troops of my command. The
constant and incessant air bombardment and 5 of Major
Caliber artillery from Bataan and south shore of Manila Bay
is answered round for round by the Gallant Harbor defense
troops. The fourth Marines and Other troops that I succeeded
in extracting from Bataan hold the beaches in a determhnod
manner and I intend to keep the flag on this tiny rock as
long as food and ammunition hold out. I am in constant
touch with MacArthur on these matters and he is doing what
he can to keep us supplied. However three inch Antiaircraft
ammunition is now a critical item. Please express to
Prime Minister Churchill, my deep appreciation of his kind
words

Condition in CEBU unknown as there has been no COMMUN-
ication for the past forty eight hours. No change in dis-
position of troops in Mindanso. Combat patrols on Digos
front raided Serib and Tamyouf burning 8 Buildings containing
Japanese food Supplies. Harbor defenses were under continuous
enemy artillery fire. Hostile air attacked Corregidor 10
different times. Our AA batteries forced heavy bombers to
stay at a very high altitude restricting their bombing to
areas instead of particular targets. Our artillery fired
on targets in Batann, Cavite and Manila Bay. Fires in two
enemy tank and truck columns were started by our batteries
and two enemy ammunition dumps were hit. Own forces
suffered some casualties and minor damage

British estimate situation as of April 3rd. Jap
attempt capture Ceylon necessitates preliminary capture
Madras area if British Fleet is still in being. they
proceeding attack Ceylon under protection land based
planes thus neutralizing advantage British would
otherwise have had in case direct attack Ceylon.
Preliminary Madras operation would require 6 battle-
ships, 6 carriers, 15 cruisers with destroyers and
submarine: 2 divisions and tank battalion and as
airfields are available 400 planes. some bombers being
flown from Sumatra area. During this operation exposed
to land plane attack, Japs will try to avoid fleet
action by using submarine and carrier scremo. Main
Ceylon operation would require 6 carriers, 12 cruisers
with destroyers: 3 divisions and tank regiment with
400 planes and parachute troops Initial landings
2 hours before dawn on Jaffna and Hannar peninsulas
and 20 miles North and South of Trincomalee from 2 to
7 days after Madras operation. Burma operation to
continue together with advance along coast of Bay of
Bengal. End of estimate. Jap force of 3 battleships
4 carriers 5 cruisers with destroyers steaming South at
20 knots 175 miles East of TrincomalEE at 0446 GMT on
9th was attacked by Blenbeims who scored 3 near misses
and were counterattacked by fighters. Losses 5 Blenheims.
Japs evidently refuelling at ses southeast of Ceylon to
maintain constant pressure on Ceylon and India.2 Merchantmen
reported destroyed by Jap bombers, 2 Fulmars and 3 Jap
fighters lost. No air reconnaissance has reached Port
Blair since 3rd but many small vessels and barges known to

Source R A, F. intelligence. No material change in
strength and disposition of German Air Force since my 951.
During 10 day period ending April 9th there was sharp
rise in weight and intensity of air attacks against Malta.
Attacks averaged 196 enemy aircraft each 24 hours during this
period. British lost 21 planes, 19 others were damaged;
there were 274 military and civilian casualties. Germans
lost 53 planes, probably lost 18, 50 damaged. Attacks were
continuous during 6 of 10 nights. Objective of German Air
Force now reasonably clear: to deny replenishment of
supplies. to wear down morale of population and troops, with
capture of Malta ultimate objective.
During March Axis lost 38,000 tons of shipping in
Mediterranean area. Of 74,000 tons which left Italy en-
route North Africa only 8 percent was destroyed. 41
per cent of Axis losses was sunk by air attacks.

4. Source Royal Naval Intelligence: Coastal batteries
have been installed in Derna, Rashilal, Benghazi. Axis
shipping in eastern Mediterranean from April 4th to April
8th 14 medium size merchant vessels reported at sea.
6 of these vessels estimated 38,000. Navy estimate Ben-
ghazi is handling 300 to 138,000 per day, Derna 200
to 300 tons per day. Shipping to Tripoli continuing.
In Tripoli on April 5th photographs disclosed following
vessels in harbor: 3 destroyers, 4 merchant ships of
738,000. 4 merchant ships 538,000. 6 merchant ships
138,000, 3 motor landing craft. At Patras 9 merchant
vessels totalling 2338000 were disclosed by photographs
on Barch 29th. Motor transport is reported as moving
east from Tunisia.
5. In Moditerranean Axis have 3 battlefields,
2 heavy cruisers, 3 light cruisers 27 destroyers, approxies
mately 54 Italian submarines, 23 German submarines.

On April 2nd British had 134 aircraft in Malta,
26 of which were serviceable.
British Eastern Mediterranean fleet strength: 3
cruisers, 1 antiaircraft cruisers stationed in Alexandria
harbor, 16 destroyers, 15 submarines. Havy is unable to
relieve Malta.
Tobruk remains E vital link in supply of Western
desert forces but is subject to heavy air attacks from
Crete and Libya.
Axis has insufficient forces at present for an
major offensive against Middle East, Successful re-
duction of Malta and capture of Tobruk are objectives
which Axis would be justified in attempting, would
make their supply positions favorable for major oper-
ations against Middle East.

Naval Person told me he accepts our proposal.
Make sure it is understood by President and Secretary
of War that this proposal is the last draft I took with
me from Washington and not rpt not the preliminary
draft submitted to the resident. They are both the
same in principal but differ in language and method of
presentation. Have Sommerville proceed vigorously in
matter of expediting and improvising landing craft.
Send Wainwright following from me "Absence enroute to
London during your tragic crisis prevented my communi-
cating with you. You and your associates command my
admiration for your spirit and fortitude. The Prime
Minister (Churshill) with whom I now am speaks in super-
lative terms of admiration for gallantry of your ac-
tion. I am now securing data of British submarine
experience in supplying Malta which should enable us to
give you such more in the way of food. Good luck to

and ovacuated to uninland United States reference your
radio 3120 April 10 are considered dangerous threats to
security. They should not repeat not be released. If
their release on Writ of Habeas Corpus appears imminent
recommend their immediate return to Hawaii for permanent
internment. However situation might develop here which
would request internment of many citizens of alien ances-
try. Large numbers cannot be retained here. Therefore
imperative War Department take necessary steps to permit
internment on mainland of citizens of alien ancestry who
are dangerous to security of nation.

Conference with General Auchinleck today resulted
in his sending cable War Office for verification of
its approval of my assignment Liaison Officer for
Military Intelligence, Middle East. Your 782.
During conversation Auchinleck asked why our
War Department wanted information on Malta your 794.
I replied I felt our interest in this War is such
that loss of Malta affects us as well as Britain.
General Auchinleck explained that General Dill in
Washington receives the official Middle East weekly
estimate of situation which General Dill doubtlessly
makes available to United States War Department.
General Auchinleck intimated this information might
be sufficient to meet present needs of our War Department,
added he was concerned lest General Dill and I might
present divergent views on situation in Middle East.
General Auchinleck suggested this possibility of diver-
gent views in his cable to War Office.
I took the stand that although General Dill might
present such information as was available to him on
Middle East to our War Department, our Government
desires its own intelligence agency just as does British.
As matter of fact estimates of situation in Middle
East which might be released to our War Department by
British representative in Washington naturally present
points of view, are likely to be general in nature,
not submitted with view of providing detailed information
suitable for our War Plans Division. Moreover in
past Middle East estimate of situation frequently have
presented conditions in more favorable light than
situation warranted. I hold it extremely dangerous for

5 owned by KLM although expects aircraft to re-
main in Australia consider undesirable to con-
tinue charter due to expense and difficulty of
coordinating repairs and overhaul. Request you
ask Dutch Government to expedite sale of these
planes. Dutch officials here prefer outright
saleand have cabled their Minister in London

leaving for U 8 this day will undoubtedly make many requests
of you for assistance. Consider imperative no commitments
be made as to equipment of aircraft for Dutch operations
is this theatre before we have had opportunity to make
recommendations. Part 2 General Van Oyen
informs me that there are 500 Dutch flying and technical
pupils 3*0 mechanics and about 300 women and children de-
parting for U 8 by army transport approximately 12th.
Part 3. He informs me he understands suitable arrange-
ments will be made in U 8 for flying and technical instruc-
tions these students. Part 4. I saw Van Oyen informally
and quoted following part of your AFCAS quote it is
indicated by information received here that all
air forces operating in and out of Australia are controlled
by you unquote and was informed by him that with exception
of semi formed Dutch squadron of North American bombers
all Dutch air forces in Australia are under supreme command
Vice Admiral Helfriyh in Colombo with General Van Oyen in
immediate command.

Your number 1329 received. No message concerning
it from MacArthur. The confidence your Excellency
places in my judgment in this desperate situation as
well as the kindness of your message merit my heartfelt
gratitude. I have done all that could have been done
to hold Bataan but starved men without air and with
inadequate field artillery support can not endure the
terrific aerial and artillery bombardment that my
troops were subjected to. Enemy has emplaced heavy
artillery on south shore of Bataan and now keeps
Corregidor under constant artillery fire as well as
air bombing. Report received this morning that enemy
is now landing in considerable force on the Island of
Cebu. Due to difficulties of communication, I have
no further information on the progress of this landing.
Obviously if hostile troops take the Island of Cebu
it will no longer be practicable to ship the supplies
which have been assembled there. An unusually large
number of hostile warships and transports have been
reported operating in waters adjacent to southern
islands during the past two days. It appears that
the enemy will next direct his attention to other
islands of the Visayan group. Communications with
Bataan troops is severed so I have no information of
terms arranged by General King. Our flag still flies
on this beleaguered island fortress.

Shansi Province: Enemy transports active on Lishih-
Chuntu and Houma - Chishan - Hochin highways with 8000
troops on latter. 2 infantry regiments in Linfen. Japanese
troops in Shansi Province inferior quality. Yenhsi - Shan
thinks Japanese may attempt crossing Yellow at Hotsin and
Chuntu to cut Chinese communications across river with
possible subsequent advances southward along west bank to
join with troops crossing in Juicheng - Pinglu area. River
Crossing material now assembled at Hochin, Juicheng, and Pinglu.
All this radio from Chinese General Headquarters.
Hupeh Province: 10,000 troops sent from Ichang to
Tangyang early April with probable intention attacking Nan-
chang and Yuanan. Prisoners report no troops of 13th
Division now in Ichang - Tangyang area withdrawn China
since December 7th. 13th still has 4 infantry regiments.
General: Japanese air divisions now stationed 2 in
Manchuria 1 in China 1 in J apan 1 in Siam.

This Dept has received request from Cincpac based
on directive from Cominch that army garrison be placed on
Fanning Island to replace new Zealand Troops now guarding
cable station there. If War Dept concurs in providing army
troops for the defense of this island, estimate following
garrison required: Infantry 1 rifle Company CAC 1 officer
20 EM medical 1 officer 4 EM Signal 6 weapons and
equipment in addition to TBA as follows: 275 MM guns 450
caliber MGS AA 1230 caliber MGS 1 SCI: 177; 10 miles wire
W110; 5 phones EE 8; 3 trucks 1/4 ton; 10,000 sand bags
10 units fire all weapons. Request this task force be
furnished direct from mainland because of shortages here.
This request raises the question as to what extent we are
to provide garrisons for other nearby islands such as
Howland and Baker.

Morocco to Dakar; has completed existing roads between
Algeria road system and, Zinder which is on Nigerian
border of French West Africa; from Zinder roads leading
to French Colonies Togo and Dahomey; has set up or modern-
ized Air bases at Konakry French Guinea, Abijan Ivory
Coast, Zinder, From which he could bomb American Ferry
routes and vital British Bases. Be has also constructed
Intermediary Air supply bases at dao, and Elgolea.
From these Vichy bases Bitler can strike Freetown,
Takorndi, Accra, Lagos. Over night he might cripple our
Air Bases to Middle East.
Recommendation: That War Department give serious
consideration to vulnerability of our Ferry routes and to
advisabile alternate route via the Cape. My 819.

The following message is for General Mac-
Arthur. With reference to your number AG 83
recommending 3 staff officers for promotion the
War Department view is as follows: the Staff of
the Supress Commander in Australia should, so far
as possible, contain strong representation from
the armed forces of all participating governments.
In the original ABDA agreement, which was intended
to serve as a general pattern for later combined
headquarters, Command and staff positions were
carefully distributed among the several powers in
order to inspire confidence and 8. feeling of unity.
The situation in the new Southwest Pacific Area has
so developed that the Supreme Commander, his Chief
of Staff, the Air Commander, and the Naval Commander,
will probably all be officers of the United States
forces. In this situation the President feels that
a number of higher positions on your staff should be
occupied by Dutch and particularly by Australian
officers. It is therefore deemed undesirable to
make any more staff promotions to General officer
rank until after you have formally established your
Suprome Headquarters, and have orystallized its com-
position and it has begun to function. A further
consideration in the case of Brigadier General Ear-
shall is the promotion to high rank of officers OC-
cupying staff as opposed to command positions. Yours
is the only American Headquarters 80 far established
for which we have allowed E. Hajor General as Chief
of Staff, in no other case 18 the Chief of Staff 8-
have the grade of Brigadier General. Consequently
to promote the Deputy for your Chief of Staff to the
grade of Major General, particularly at a time when
the whole force and your headquarters are in the

Shortly after Flag of Truce passed through
the front lines this morning hostilities ceased,
for the most part, in Bataan. At about 10 o'clock
this morning General King was sent for to confer
with the Japanese Commander. Be has not returned
as of 7 P M nor has the result of the conference
been disclosed. Japanese Forces are now in control
of the Southern End of the Bataan Peninsula and
have already placed batteries in position to fire
on Corregidor. 1 Battery is located in the vicinity
of Cabcaben and others are located farther to the
West. I do not at present feel at liberty to
return the fire of these batteries as I would be
firing into areas occupied by my own troops. Since
the fall of Bataan the hostile air force has

At 6 oclock this morning General King commanding
Luson force without my knowledge or approval sent a flag
of truce to Japanese Commander. The minute I heard of it
I disapproved of his action and directed that there would be
no surrender. I was informed it was too late to make any
change that the action had already been taken. Enemy on
East had enveloped both flanks of the small groups of what
was left of the 2nd Corps and was firing with artillery
into the hospital area which undoubtedly prompted Kings
action. In order to relieve the pressure on the right,
last night I ordered the 1st Corps to attack to the North
with its ultimate objective Olongapo but the attack did not
get off. Physical exhaustion and sickness due to long period
of insufficient food is the real cause of this terrible
disaster. When I get word what terms have been arranged I
will advise you. Fearing just what happened, I endeavored
last night to withdraw some of the Philippine Division and
other regular units but only succeeded in getting out some
scattered mixtures of individuals. I will endeavor to hold
Corregidor. Enemy yesterday landed on Guimaras Island so:1t
is very probably that be will be in Iloilo today

MEMORANDUM FOR THE PRESIDENT:
Subject: Philippine Situation.
It is obvious from the attached dispatch from General
Wainwright that the situation on Bataan has collapsed. The message
to General MacArthur with which you are familiar was dispatched
last evening, after the hour at which General Wainwright's message
was filed at Fort Mills. Since it was impossible for General
Wainwright to receive your dispatch before this catastrophe occurred
and in accordance with the general purposes you expressed to me
last evening, I have just now, 3:30 a.m., repeated your message
directly to Wainwright. To the original message I have added the
following:
"I have just read your message No. 741 of April
9. I have not as yet received information as to any action
taken by MacArthur. I wish at this time to reiterate my
appreciation of your soldierly conduct in your performance
of your most difficult mission and of my confidence that
whatever decision you have been forced to make has been
dictated only by the best interest of the country and your
magnificent troops. I am hopeful that you will be able
to hold Corregidor. However, you are assured of complete
freedom of action and my full confidence in your wisdom in
whatever decisions you may make. Signed Franklin D. Roose-
velt."
The message sent to General Wainwright was repeated to
General MacArthur.
The attached communique was issued at 4:30 a.m., this date.

WD Communique No. 183 4:30 A.M. April 9.
A message from General Wainwright at Fort Mills
just received at the War Department states that the Japanese
attack on Bataan Peninsula succeeded in enveloping the east
flank of our lines, in the position held by the II Corps.
An attack by the I Corps, ordered to relieve the situation,
failed due to complete physical exhaustion of the troops.
Full details are not available, but this situation indicates
the probability that the defenses on Bataan have been over-
come.

insisted on determined stand on present line and no
more British withdrawals also on Chinese garrison of
1 division in Mandalay British force now probably
under 10,000 Chinese must take brunt of fighting and
furnish help to British this reduces strength in our
sector correspondingly air has been cleared by these
conferences although Chinese opinion of British us-
changed trying to get Chinese operation of railroad
and freer hand with civil government which is sunk
in red tape and old fashioned methods front quiet
hard fight coming up which can be very serious if it
goes against us worst factor is our almost complete
helplessness in air however we have a chance and will
be in there swinging leaving for 5th Army BQ 8th.
