A good basic design for an ash tray, we mean, the various makers of ash trays to be free to embroider that basic design as they please. The basic design of today's typical American ash tray harks back, obviously, to the days when he-men rarely permitted themselves to smoke cigarettes. It has a wide, flat rim, punc- tuated with three or four rounded slots, each of them the proper size for dry-docking a cigar. I think it is a godsend you were elected for a third term. I missed Cleveland's election in 1884 by two weeks. I cast my first vote in 1885 in Fayette County, Pennsyl- vania, and I never missed an election or a primary since that time. I have voted for you three times, but I do not expect to have a chance to vote for a president the next time. I want it understood that I was not a Wilkie democrat. I do not believe in a person changing politics every time the moon changes, and I was more than pleased with this election. We carried our State and County. I never had the pleasure of meeting you face to face but I met your good wife on several occasions here in Morgantown. Mr. President, in regard to the Old Age Pension, I hope that you can see your way clear that we can get our Old Age Pension increased. I get the small sum of $17.00 per month and that is not very much to live on. I know you will do all you can to have the pension increased. I am sending Jennings Randolph, your good friend and my good friend, a cane which he will present to you with my sincere good wishes. I do not believe there is another cane like it in the nation. It covers studies in the old-time village of Waverly, now a residential section of the City of Baltimore, Maryland -- recently conducted by the Federal Home Loan Bank Board in cooperation with other agencies -- and is intended to provide an effective preventive remedy for the social and economic disintegration of urban neighborhoods in which single-family, owner-occupied homes predominate. Although a great deal has been written about the effect of internal blight or external encroachment on essentially sound communities of that type, little material relating to their protection is available. I believe that "Waverly -- A Study in Neighborhood Conservation" will be a valuable textbook on this subject and that the techniques developed in it will be found applicable to many other communities now seeking a preventive remedy for neighborhood disintegration and eventual slum development.
