During this period, Dr. Don Walsh demonstrated his commitmen to President Bush in a number of ways. I've long believed that Dr. Walsh would be an asset to the Administration. I've recommended that he serve as Administrator to the Maritime Administration, but the Office of Personnel has yet to contact him. Dr. Walsh and is a staunch advocate of sea power, its merchant marine components, and understnads the need to live with budgetary restraint. More- over, he would have the full support of maritime labor, including those unions that supported President Bush. Mu understanding is that you may have another candidate for the MARAD job in mind. If that is the case, I would encourage you to pass Dr. Walsh's resume on to Secretary Cheney at the Pentagon. I believe Dr. Walsh would be outstanding at the job of Assistant Secretary of Navy for R&D. Don Walsh is an outstanding indiviudal who has served his country with distiction and can do the same for the Bush Administration. Knowing of President Bush's interest in protection of the environment, I believe that he should have a staff person to develop a strong White House program to coordinate with the Earth Day celebration. This would involve establishing a strong administration presence using cabinet officers, White House officials, and of course the President. The staff person might also coordinate activities with Congress. I will be spending a year in Washington D.C. beginning in August when my husband goes on sabbatical. I would like to work on environmental issues for a government office or agency during the year, and would be very interested in serving in the position I have just described. I have the qualifications to do an effective job. I have credibility with environmentalists as I have been active in the environmental movement in Florida for over twenty years. I have experience in government: I served on a regional water management board for eight years, so I understand the limitations on government involvement in environmental activism. The executive, legislative and judicial branches of our government deal almost exclusively with effects rather than with causes. While it is true that sometimes we must treat symptoms or effects for temporary relief or control, it is imperative that we identify the causes and begin to deal with them. The chances of us solving a problem by treating the symptoms are almost non-existent. The character or moral fiber of this nation is on a severe downward spiral. Its own momentum multiplies its velocity. Almost all, if not all, of our problems find their common denominator in this phenomenon. The list includes drugs, pornography, suicide, homicide, divorce, abuses, the balance of trade, the deficit, emotional problems, and almost every other problem you can name. We cannot win the war against any of these things unless we start addressing the cause instead of putting band-aids on the symptoms. This is not intended to suggest that treating the causes is an easy solution but treating the symptoms is no solution at all. First just consider that treating the causes is a possible solution. Then ask yourselves the question, "How can we identify the causes and treat them to bring about the desired solution?" Consider many alternative methods. Our troubles arise from an almost universal poor self-esteem. To solve our problems we must increase this self-esteem drastically. We must initiate programs now to reverse this downward spiral! It is possible, it is certainly desirable, and we must wait no longer. John F. Kennedy started a program to increase the physical fitness of the American people and that was cer- tainly a worthwhile goal that has enjoyed a lasting success. Now George Bush must start a program to increase the emotional fitness of the Ameri- can people. It is also a very worthwhile goal that will surely be a perma- nent asset. Credit for it will be given to the administration that has the foresight to initiate it. This program cannot be dictated but must be led. This administration must prepare the seedbed and sow the seeds. The entire nation will reap the harvest! If we really want a "kinder, gentler America," then let's be willing to take the necessary steps to cause it to happen. The seeds for this program must be sown in at least three basic locations. They must be sown in the schools from the earliest level to help form character strength while character is initially being formed. This will have a regenerative effect for when these individuals have children of their own, these values will be passed on, causing an upward spiral in moral fiber and character. Dear MS. First, the Chief of Staff's primary responsibility is to manage the President's staff and run the White House operations. Mr. Sununu travels with President Bush to most of his meetings and anytime he leaves the White House complex. Many times, the Chief of Staff holds meetings on the President's behalf when the President's schedule will not allow him to attend. Mr. Sununu's goals as Chief of Staff are to advance the policies of President Bush and his Administration. " You have either been misinformed or ill-informed about the chemical industry's role in the fight to keep legitimate chemicals out of illicit drug laboratories. By your account, the chemical industry has been sitting idly by as chemicals are funneled into illicit drug-manufacturing operations. Nothing could be further from the truth. The chemical industry HAS NOT AND WILL NOT TOLERATE the transfer of its legitimate chemicals into criminal hands. That is why our industry long ago established close, cooperative relationships with the the Drug Enforcement Administration, the Justice Department, the Federal Bureau of Investigation and the State Department -- relationships designed to do exactly what you said today needs to be done -- to identify and stop illegal shipments of our products. And these cooperative efforts have worked, resulting in a number of arrests. In one case, for example, information supplied to the Drug Enforcement Administration by an American company led to the seizure of 10,000 kilograms of cocaine and the destruction of equipment used in processing. Such actions by concerned U.S. chemical manufacturers are evidence that the industry long ago entered into "a true partnership" with the U.S. government to cut off drugs at their source. But the chemical industry recognized more needed to be done. That is why it vigorously supported passage of the Chemical Diversion and Trafficking Act last year. And that is why chemical manufacturers will follow the letter and the spirit of that law. Indeed, this tough anti-drug law formalizes many of the actions industry was already taking and further solidifies industry-government cooperation in helping stop illicit drug manufacturing. Among other things, the law imposes tough recordkeeping, reporting and notification requirements on manufacturers and others on transactions of chemicals that could be used to make drugs of abuse.
