During the 1987-88 Presidential campaign I worked extensively
with all aspects of ocean policy, including the areas of defense,
energy, marine transportation, fishing, recreation and marine en-

vironmental research.
During this period, Dr. Don Walsh demonstrated his commitmen to
President Bush in a number of ways. I've long believed that Dr.
Walsh would be an asset to the Administration. I've recommended
that he serve as Administrator to the Maritime Administration,
but the Office of Personnel has yet to contact him. Dr. Walsh
and
is a staunch advocate of sea power, its merchant marine components,
and understnads the need to live with budgetary restraint. More-
over, he would have the full support of maritime labor, including
those unions that supported President Bush.
Mu understanding is that you may have another candidate for
the MARAD job in mind. If that is the case, I would encourage
you to pass Dr. Walsh's resume on to Secretary Cheney at the
Pentagon. I believe Dr. Walsh would be outstanding at the job
of Assistant Secretary of Navy for R&D.
Don Walsh is an outstanding indiviudal who has served his country
with distiction and can do the same for the Bush Administration.
I respectfully urge his consideration for appointment to one of
the aforementioned posts.

problems in our society today.
As a professional working a full
time job, I am willing to put forth
extra effort in the task to save
our faltering environment. I would hope
our government officials and policy makers
feel these same urgent concerns, however,
I have read items in the newspaper , none too
flattering toward the Bush administration,
about action (or rather In-Action)
concerning such areas as global warming,
I am writing to underscore the
fact there are many American citizens
expressing concern and worry over these
issues. The time is NOW for action,
for if we Lose our earth, we won't

On behalf of Mr. William V. Weithas, chairman and chief executive officer
of LINTAS: Worldwide (formerly SSC&B: LINTAS), managing director of the
Interpublic Group of Companies, and chairman of the American Association of
Advertising Agencies, I am taking the liberty of writing to invite you to address
the 1989 Annual Meeting of the American Association of Adverting Agencies to
be held at the Greenbrier Hotel in White Sulphur Springs, West Virginia on May
17th-20th. The Conference will be attended by over 1000 advertising agency
ceos, including the chairmen of Saatchi and Saatchi, Young and Rubicam,
Omnicom (BBD&O), J. Walter Thompson, McCann Erikson, Interpublic, Grey, WPP,
and more. Needless to say, the AAAA would be honored to accommodate your
schedule as to the precise date and time of your remarks. We do believe,
however, that this forum would afford a unique and valuable opportunity for you
to speak to some of the major themes of your administration, specifically drug
prevention, budget reduction, global competition, private sector voluntarism, and
the like. In fact, a major focus of this year's conference will be the "Partnership
For A Drug Free America," an Association sponsored public service advertising
campaign designed to combat drug use in this country -- this unprecedented 1.3
billion dollar project is the largest voluntary private sector effort in the nation's
history and has earned praise from members of the Administration and the
Congress alike.
As you know, the American Association of Advertising Agencies is the
principal trade organization for the nation's advertising community and
represents over 900 companies throughout the country. In fact, its 900 member-
agencies are responsible for some $150 billion in revenues each year, and account
for most of the print and broadcast advertising which Americans see, hear, and
read daily. Additionally, the AAAA is the lead association in the Media-
Advertising Partnership and is responsible for producing countless millions of
dollars in voluntary public service advertising each year, ranging from worthy
causes as disparate as the Red Cross and "Smokey the Bear" and fire prevention
to the American Negro College Association and AIDS.
Dear Mr. Malott:
Thank you for your recent letter inviting the Chief of Staff
to address your Board of Overseers at a meeting, July 19-20 at
Stanford University.
Your invitation is appreciated, but the heavy demands of Governor
Sununu's schedule make it impossible for him to accept and he will

creating a new cabinet post. This new cabinet officer, dubbed "Spill Czar",
would be in charge of clean up efforts at chemical spill sites and setting
guidelines for the prevention of new spills. I enthusiastically support

Dear Governor Sununu:
I am a fellow Phi Sig from the Eta Hexaton chapter of the University of Dayton in
Dayton, Ohio. I am now a third year resident in Family Practice at the Western Reserve
Care System in Youngstown, Ohio, which is affiliated with Youngstown State University
and the Northeastern Ohio University College of Medicine. My residency will end in
June of 1989, and I will be board eligible at that time.
I have an extreme interest in Aerospace Medicine, and I have decided to pursue a
full time career in that field. To that end, I have applied to the Aerospace Medicine
Program at Wright State University in Dayton, Ohio.
My interests lie primarily with the physiological and psychological effects of
prolonged space flight, including, of course, the effects of microgravity, sensory
deprivation and small group dynamics.
I have always had a great respect for the space program. The study of the universe
which allows us to preserve it as it was intended to be, the application of our
knowledge to the advancement of global peace, the alleviation of suffering, the
unification of mankind, and the development of man intellectually, as well as morally
and ethically, I believe to be among the program's greatest virtues and aspirations.
My ultimate goal is to work with NASA, participate in their bio-medical research,
and to be considered as an astronaut candidate. Any suggestions you may have which
could allow me to strengthen my candidacy would be greatly appreciated.
I will be in the Washington area May 7th through the 11th, to attend the annual
scientific meeting of the Aerospace Medical Association, as well as July 13th through
the 16th. I would certainly appreciate the opportunity to meet with you if at all
possible.

Foreign Service National Employee of the Year.
Dear Mr. Sununu:
During the week of May 15th, the Department of State will
honor Gabriel Y. Akar, Political Specialist, U.S. Embassy at
Beirut, recipient of the 1989 Foreign Service National
Employee of the Year Award, bestowed upon the non-American
determined to be the most outstanding employee of a U.S.
embassy or consulate. Mr. Akar and the other four finalists
were selected for special recognition from over 10,000
non-U.S. employees because of the extraordinary contributions
they have made in their many years of loyal and dedicated
service to our Government. The other finalists are Danuta
Antoszewska, Poland; Gladys Arocha, Colombia; Caroline Chang,
Fiji and Henriette Ralalalhariosa, Madacasgar.
To give you insight into what lengths they have gone in
serving our country, I have enclosed copies and summaries of
the nominating cables. But for the incredible talent and
courage manifested by Mr. Akar, Miss Arocha could well have
received the award herself; her actions were so outstanding.
In addition, Miss Antoszewska made noteworthy contributions.
They are scheduled to tour the White House on Tuesday,
May 16th at 8am. If you would care to make their visit to
the White House especially memorable, I am confident that
they would be most appreciative.

early to look for a job. With that in mind, I am curious to see if
someone with my background could make a realistic contribution. Perhaps
I am looking for a long shot by writing to you looking for a job, but I
thought it was worth a try. As a loyal Republican I have much repect for
President Bush's policies towards Japan. His recent decision to go ahead
with the FSX deal was a wise choice.

I would like to suggest the following idea to you. Next
April 22 is the 20th anniversary of Earth Day. Environmentalists,
led by Denis Hayes--the original founder of Earth Day, are in the
process of planning a major celebration. Knowing of President
Bush's interest in protection of the environment, I believe that
he should have a staff person to develop a strong White House
program to coordinate with the Earth Day celebration. This would
involve establishing a strong administration presence using
cabinet officers, White House officials, and of course the
President. The staff person might also coordinate activities
with Congress.
I will be spending a year in Washington D.C. beginning in
August when my husband goes on sabbatical. I would like to work
on environmental issues for a government office or agency during
the year, and would be very interested in serving in the position
I have just described. I have the qualifications to do an
effective job. I have credibility with environmentalists as I
have been active in the environmental movement in Florida for
over twenty years. I have experience in government: I served on
a regional water management board for eight years, so I
understand the limitations on government involvement in
environmental activism. I have been involved with environmental
legislative lobbying in Florida for a number of years, so I know
how to work with legislators. I am an idea person who also
implements ideas. I believe I could offer you the opportunity to
enhance the administration's environmental image and promote
greater citizen environmental awareness at the same time.

thirty-two (32) years, until about one (1) year ago, I

Bedford, Massachusetts. For the past year I have been retired
but I continue to live in the New Bedford community.
Thirty (30) years ago in 1959 a young attorney came to meet
my congregation because he was seeking election to the post of
State Senator from the New Bedford area. He was elected. I
understand that he was the first member of his Republican Party

Atty. Howard W. Young acting in a variety of roles in our
community. He tells me that he has asked to be appointed to a
Federal policy level position in one of the regional offices of a
Federal agency in Boston. I am writing this letter to endorse
his fitness for such a position.
Although Atty. Young is a member of the Protestant faith, I
have observed that he has been most active as a layman in the
church life and ecumenical religious life of this community. I
know that he has been active with the Interchurch Council of
Greater New Bedford in programs for the elderly that twelve (12)
years ago resulted in an eleven (11) story, three hundred and
twenty (320) apartment complex for elderly housing here in New
Bedford. Within the last year or two the efforts of Atty. Young
and others have resulted in a second apartment complex of forty-
four (44) units in the south end of our city. He has for over
thirty (30) years worked to bring to reality a variety of
ecumenical activities through this Interchurch Council.
Atty. Young has been an effective attorney in this community
for thirty-nine (39) years and even rose to be appointed by
Massachusetts Governor Sargent to be presiding justice of Bristol
County Juvenile Court and handled cases in Fall River, Taunton,
Attleboro, and New Bedford. He tells me he handled about three
thousand (3,000) cases per year before he resigned because he
could not agree on a formula to divest himself of business
interests.

Secretary Gorbachev. Although he was not actually able to meet with us when
we arrived in Moscow, a group of our Youth Ambassadors were fortunate enough
to meet with Mrs. Gorbachev in the Kremlin and present her their action plans
from the 1988 Moscow Summit. The Youth Ambassadors were also invited to Spasso
House where we were received by Ambassador and Mrs. Matlock.
It was a great honor and privilege for our young ambassadors to be able
to speak with such respected individuals during our visit to the USSR. It's
an opportunity we would like to offer the children while they are in
Washington. It would be such an honor if the participants in the Washington
Summit could have a chance to meet with President and Mrs. Bush and present
them with a copy of the action plans they came up with at their Summit in
Moscow.

The National Federation of Republican Women will be hosting a
political briefing for approximately two hundred and fifty Regents at
the Columbus Club at Union Station in Washington, DC on May 22, 1989 at
2:30 p.m. This briefing is in conjunction with the White House
reception with Mrs. Bush and the Oval Office visit of Capitol Regents
which will take place in the morning at 9:30 a.m.
Regents are NFRW's major donors who contribute $1,000 to $5,000
per year to our Federation. Due to their strong financial support,
NFRW is able to remain financially self-sustaining and continue it's
role of educating and training Republican candidates nationwide.
We would like for you to address this prestigious group of women
at our briefing.
Our Regents need to have the opportunity to learn first hand about
the priorities of the Bush Administration and the role that influential
Republican women can play in helping the President achieve his goals.
Our Regents, who come from throughout the country, would return to

This is to invite you to attend a luncheon I shall host in the Secretary of the Interior's
dining room in the Interior Department on May 11, 1989 at noon.
The subject of the luncheon will be a discussion of the possibilities for improving the
coordination of federal water programs and policies, not only with each other but also with
state water programs. Last fall, I convened a Water Coordination Working Group, which
included representatives of EPA, OMB, the Department of Interior, and various state,
environmental, business and academic interests. I brought the group together after becoming
frustrated by the multiplicity of state and federal agencies with jurisdiction over water while
I worked to coordinate drought response efforts during the summer of 1988. After two
meetings, the group achieved consensus that it is time to take steps to improve the
coordination of federal water policies.
At the luncheon I shall present the report of the group and seek to engage invitees in a
dialogue regarding steps we might take to improve water policy coordination.

to you beyond a couple of passing handshakes to ask if you would

are gathering under the aegis of the Washington Focus Seminar, a

McCarthy to the Federal Communications Commission.
I feel that Mr. McCarthy would be an excellent choice
because of his background as a broadcaster and
cablecaster. This experience affords him a very good
perspective on the industry and offers the FCC a person
skilled in pragmatic problem solving.
I interviewed Mr. McCarthy by telephone and found that
he has a good knowledge of and is sensitive to the
issues facing the FCC. He also would be an articulate
spokesman for deregulation and for First Amendment
rights for broadcasters.

As I am personally and professionally acquainted with Attorney

Attorney Young has been a member of The Salvation Army's New
Bedford Advisory Board for nearly 30 years. He is currently the
Chairman of the Board which is comprised of 24 prominent civic
and community leaders. In his capacity as a board member and
Chairman he has given invaluable service to The Salvation Army
and the Greater New Bedford community which consists not only of
New Bedford but Dartmouth, Fairhaven, Acushnet, and Freetown. He
also has been and continues to be a tremendous advisor and

Salvation Army in New Bedford to great heights of community
service. He has helped us to make optimum use of community

awarded. In short he has guided The Salvation Army in exercising
fiscal restraint and at the same time raised our level of service

You probably recognize the call letters on the letterhead. After
the presidential campaign, I'm sure that Mike Dukakis doesn't want
to remember either Jerry Williams or WRKO.
I'm writing today to ask President Bush to consider the appointment
of Paul McCarthy of Massachusetts to the Federal Communications
Commission.
Like the President, Paul is committed to upholding the First
Amendment rights of broadcasters and thwarting program content
regulation. Without these protections, it would have been
extremely difficult for our station to have provided an open and
effective forum to discuss the Massachusetts state budget
shortfalls, tax caps, mandatory seatbelt repeals and continuing
infringements on individual rights in the Commonwealth.
Paul has a clear grasp of major issues confronting radio and
television stations. He also has a keen concern for addressing
potential interference problems, which threatens FM broadcasting
today.
New England needs representation on the FCC, particularly by a
bright, home grown professional like Paul McCarthy, who will bring
enlightened guidance to our industry, and credit to the region.
I hope that President Bush will give Paul McCarthy full consider-
ation for an appointment to the FCC.

Dear Mr. Sununu:
Most of our trouble in this country can be attributed to a lack of
understanding of the law of cause and effect. The executive, legislative and
judicial branches of our government deal almost exclusively with effects
rather than with causes.
While it is true that sometimes we must treat symptoms or effects for
temporary relief or control, it is imperative that we identify the causes and
begin to deal with them. The chances of us solving a problem by treating
the symptoms are almost non-existent.
The character or moral fiber of this nation is on a severe downward
spiral. Its own momentum multiplies its velocity. Almost all, if not all, of
our problems find their common denominator in this phenomenon. The list
includes drugs, pornography, suicide, homicide, divorce, abuses, the balance
of trade, the deficit, emotional problems, and almost every other problem
you can name. We cannot win the war against any of these things unless
we start addressing the cause instead of putting band-aids on the symptoms.
This is not intended to suggest that treating the causes is an easy
solution but treating the symptoms is no solution at all. First just consider
that treating the causes is a possible solution. Then ask yourselves the
question, "How can we identify the causes and treat them to bring about
the desired solution?" Consider many alternative methods.
Our troubles arise from an almost universal poor self-esteem. To solve
our problems we must increase this self-esteem drastically. We must initiate
programs now to reverse this downward spiral! It is possible, it is certainly
desirable, and we must wait no longer. John F. Kennedy started a program
to increase the physical fitness of the American people and that was cer-
tainly a worthwhile goal that has enjoyed a lasting success. Now George
Bush must start a program to increase the emotional fitness of the Ameri-
can people. It is also a very worthwhile goal that will surely be a perma-
nent asset. Credit for it will be given to the administration that has the
foresight to initiate it.
This program cannot be dictated but must be led. This administration
must prepare the seedbed and sow the seeds. The entire nation will reap
the harvest! If we really want a "kinder, gentler America," then let's be
willing to take the necessary steps to cause it to happen. The seeds for
this program must be sown in at least three basic locations.
They must be sown in the schools from the earliest level to help form
character strength while character is initially being formed. This will have
a regenerative effect for when these individuals have children of their own,
these values will be passed on, causing an upward spiral in moral fiber and
character.

outreach efforts which will benefit the Bush Administration.

the Trade Association Liaison Council (TALC), for breakfast on
Thursday, May 18 or Thursday, June 15 at 8:00 a.m. at the

TALC is an organization comprised of the heads of the most
influential trade associations in the United States. Members
include former Cabinet Secretaries Dick Schweiker (now head of
the American Council of Life Insurance), Sandy Trowbridge
(National Association of Manufacturers) and Jack Block
(National-American Wholesale Grocers' Association) ; former
Congressman Don Fuqua (Aerospace Industries Association) ; and
Bush activists such as Red Cavaney (American Paper Institute),
Dave Parker (The Aluminum Association), and Dirk Van Dongen
(National Association of Wholesaler-Distributors) Other
members include Kent Colton (National Association of Home
Builders); Sam Maury (Business Roundtable); Barry Rogstad
(American Business Conference). I enclose a complete list.
TALC was created in 1981 to support President Reagan on his
Economic Recovery Plan. As Special Assistant to President
Reagan, I orchestrated TALC's support for the budget and tax
proposals, for the sale of AWACs to Saudi Arabia, for MX and for
then Vice President Bush's regulatory reform package. This group
has enormous grassroots, communications, and political action
committee resources. It is available for President Bush and your
administration.
In March, TALC met with Vice President Quayle to discuss a
wide range of issues, including: mandated benefits, minimum wage,
the budget, the Clean Air Act and other environmental issues.
Others who have met recently with TALC include: Dick Cheney, Lee
Atwater, Dick Gephardt, Bob Dole, Bill Roper, Bobbie Kilberg and
others.

This annual event began in the year 1960 when the committee was
organized by a group of prominent Italian Americans in the Rhode
Island community. The committee was originally created to honor
the memory of Giovanni da Verrazzano, the great Italian navigator,
who is credited with discovering Narragansett Bay in the State of
Rhode Island. He also has been indirectly responsible for the
naming of our State because in his reports to King Francis I he
wrote that the territory of Narragansett Bay reminded him of the
Island of Rhodes in the Mediterranean. In addition to honoring the
memory of da Verrazzano, the committee has chosen this annual event
as an opportunity to honor outstanding citizens of our community
who, because of their achievements and contributions, are worthy of
public recognition.
Governor Edward DiPrete will become the 28th recipient of the
Verrazzano Day Award. Among the distinguished prior recipients, we
have several retired justices of the Rhode Island Supreme Court,
the Chief Judge of the Federal District Court of the District of
Rhode Island, two Presiding Justices of the Rhode Island Supreme
Court, all our former Governors of Italian descent, several
prominent industrialists, leaders of the church in Rhode Island,
Senator John O. Pastore and many others too numerous to mention in
this letter.

Dear Distinguished Brother Sununu:
From our most recent Signet of Phi Sigma Kappa I was very
pleasantly reminded and honored that we share a bond of "faith and
purpose" that goes back more than three decades. While my link-up
with Phi Sig occurred at Michigan before 1950, your alma mater MIT
is now "home" to my son Dean who, as an 8th-generation American,
is finishing his post-doctorate in super-conductivity research.
But there is another important reason for this letter.
This is not my first contact with The White House. Since
last November, first through my acquaintance Bob Teeter, then with
Chase Untermeyer and others, I have earnestly sought consideration
of my professional qualifications and past leadership roles in the
Republican Party for a post in the Bush Administration.
Enclosed resume and correspondence indicate the range of my
executive and analytical skills - and the broad support I continue
to receive from the economic, political and business community
here in Michigan and in Washington.
While I share the view of some that a position on the Federal
Communications Commission would be a "natural", my strong
background and interest in productivity and the whole issue of
"competitiveness" lead me also to seek public service with the
Vice President's Competitiveness Council, or with similar economic
policy groups in the OMB, Commerce or Treasury.
Chase's people tell me I'm still "in the computer" but,
despite recent notes from Bob Teeter and Congressman Broomfield, I
have received only form letters counselling patience. However,
with SO many details of the President's agenda still reportedly
not yet worked out, I'm eager to make an effective contribution as
soon as possible.
Would you please help me cut the red tape? I would be
honored to meet with you, or an appropriate designate, for an
interview in Washington at your earliest convenience.

Session of the Annual Meeting of the President's Committee
on Employment of People With Disabilities. This three-day
conference will be held May 10-12, 1989 at the Curtis-Hixon
Convention Center in Tampa, Florida. We would like to have
you address the 4000 attendees about mid-morning on May 10.
The participants come from every State to participate in this
annual gathering, where they exchange information about new
programs and projects relating to employment of people with
disabilities. It has become the Nation's leading gathering
for informing business and industry about the benefits of
employing people with disabilities.
Included among the attendees are employers, managers, educa-
tors, medical and rehabilitation professionals, labor and
veterans organizations representatives, voluntary health
agency personnel, community leaders of various professions
who volunteer their time to support our goal, government
officials at federal, state and local levels, as well as
several hundred people with disabilities.
Your presence would add much impetus to this public-private
partnership effort to gain acceptance for workers with disa-
bilities. It would also signify White House interest in and
appreciation for the thousands of volunteers around the
country who subscribe to the creed of the President's Com-
mittee.

Dear Corinna:
Chief of Staff John Sununu has asked me to respond to
your recent letter regarding his background and job at
the White House.
First, the Chief of Staff's primary responsibility is to
manage the President's staff and run the White House
operations. Mr. Sununu travels with President Bush to
most of his meetings and anytime he leaves the White
House complex. Many times, the Chief of Staff holds
meetings on the President's behalf when the President's
schedule will not allow him to attend.
Mr. Sununu's goals as Chief of Staff are to advance the
policies of President Bush and his Administration.
Before being appointed to this position, Mr. Sununu
served as Governor of the state of New Hampshire. He
was Governor from January 1983 to January 1989.
Mr. Sununu was born in Cuba in 1939. He went to school
at the Massachusetts Institute of Technology, earning
his Ph.D in the field of mechanical engineering. He has
20 years experience and service as an educator,
engineer, small businessman, and community leader.
Mr. Sununu has a wife and eight children. His wife and
two younger children will be joining him in Washington
at the end of the school year.

Although the elected officials who serve in the Congress and the White
House, and who recommend and appoint the nine members of the U.S.
Supreme Court, constitute only 0.1 percent of all the elected officials in
our federal union, they now exercise broad powers over the 99.9
percent of the nation's elected officials who directly serve the people of
our fifty States and numerous local communities.
Most significant, perhaps, for the erosion of balance in our federal
system are recent decisions of the United States Supreme Court, Garcia
V. San Antonio Metropolitan Transit Authority (1985) and South
Carolina V. Baker (1988), in particular, have virtually eliminated the

Dear Mr. President:
I was stunned by your remarks this morning before the international
anti-drug conference in Miami -- and shocked that you would insinuate
that the U.S. chemical industry is not acting responsibly in the "war
on drugs. " You have either been misinformed or ill-informed about the
chemical industry's role in the fight to keep legitimate chemicals out
of illicit drug laboratories.
By your account, the chemical industry has been sitting idly by as
chemicals are funneled into illicit drug-manufacturing operations.
Nothing could be further from the truth. The chemical industry HAS NOT
AND WILL NOT TOLERATE the transfer of its legitimate chemicals into
criminal hands. That is why our industry long ago established close,
cooperative relationships with the the Drug Enforcement Administration,
the Justice Department, the Federal Bureau of Investigation and the
State Department -- relationships designed to do exactly what you said
today needs to be done -- to identify and stop illegal shipments of our
products. And these cooperative efforts have worked, resulting in a
number of arrests. In one case, for example, information supplied to
the Drug Enforcement Administration by an American company led to the
seizure of 10,000 kilograms of cocaine and the destruction of equipment
used in processing.
Such actions by concerned U.S. chemical manufacturers are evidence that
the industry long ago entered into "a true partnership" with the U.S.
government to cut off drugs at their source. But the chemical industry
recognized more needed to be done. That is why it vigorously supported
passage of the Chemical Diversion and Trafficking Act last year. And
that is why chemical manufacturers will follow the letter and the
spirit of that law.
Indeed, this tough anti-drug law formalizes many of the actions
industry was already taking and further solidifies industry-government
cooperation in helping stop illicit drug manufacturing. Among other
things, the law imposes tough recordkeeping, reporting and notification
requirements on manufacturers and others on transactions of chemicals
that could be used to make drugs of abuse. The law gives the Drug
Enforcement Administration and other federal agencies a powerful,

useful weapon in the fight against drugs. In short, it already mandates
the kinds of things you say need to be done. And it is now being
implemented.
Mr. President, your remarks today were a useful and necessary call for
all Americans to get involved in the war on drugs -- to get to the
front lines. We couldn t agree more. The chemical industry is already
at the front lines. And we re waiting for reinforcements. We are ready
at any time to discuss with you whatever new initiatives you believe
are necessary.
