EXECUTIVE BRIEF
Haiti: Prospects for Aristide's Restoration
The relative calm of the last few weeks is unlikely to hold as
economic deterioration aggravates the acute polarization of
Haitian society.
Fuel supplies are expected to run out by the end of October.
Resulting energy, transportation, and food shortages will
touch off more violence and looting that substantially will
increase the danger to US citizens.
As economic activity plunges, regime leaders will be
increasingly inclined to negotiate Aristide's conditioned
return. We are concerned, however, that the rebel soldiers
who still dominate the military will not agree to negotiate
until extreme violence occurs.
An agreement restoring Aristide to office could probably
succeed if his authority were strictly limited, international aid
were conditioned on his observance of democratic and human
rights, and an international peacekeeping presence were
established in Haiti.

SUBJECT: Haiti Crisis (U)
(8) The breakdown of constitutional order in Haiti and the
banishment of its democratically elected president, J. Bertrand
Aristide, represents a setback for democracy in Latin America and
the Caribbean. Fortunately, we have witnessed unprecedented
action by the Organization of American States (OAS) to solve this
crisis through diplomatic means. We view the OAS's assertive role
as a positive development and have wholeheartedly endorsed its
actions to date.
(s) Through the Latin America PCC process, we in DoD have
supported the formulation and execution of USG policy on Haiti and
the OAS. While the PCC has functioned well during this crisis, we
believe that further substantive decisions should be raised to the
Deputies' Committee for resolution--particularly with regard to
U.S. implementation of further sanctions. We are concerned that
some of the actons being proposed will further destabilize the
situation, perhaps leading to circumstances where U.S. military
intervention is contemplated. That is a situation which we wish
to avoid.

matters.

EXECUTIVE BRIEF
Haiti: Prospects for Aristide's Restoration
The relative calm of the last few weeks is unlikely to hold as
economic deterioration aggravates the acute polarization of
Haitian society.
Fuel supplies are expected to run out by the end of October.
Resulting energy, transportation, and food shortages will
touch off more violence and looting that substantially will
increase the danger to US citizens.
As economic activity plunges, regime leaders will be
increasingly inclined to negotiate Aristide's conditioned
return. We are concerned, however, that the rebel soldiers
who still dominate the military will not agree to negotiate
until extreme violence occurs.
An agreement restoring Aristide to office could probably
succeed if his authority were strictly limited, international aid
were conditioned on his observance of democratic and human
rights, and an international peacekeeping presence were
established in Haiti.
