As economic activity plunges, regime leaders will be increasingly inclined to negotiate Aristide's conditioned return. Fuel supplies are expected to run out by the end of October. Resulting energy, transportation, and food shortages will touch off more violence and looting that substantially will increase the danger to US citizens. As economic activity plunges, regime leaders will be increasingly inclined to negotiate Aristide's conditioned return. We are concerned, however, that the rebel soldiers who still dominate the military will not agree to negotiate until extreme violence occurs. An agreement restoring Aristide to office could probably succeed if his authority were strictly limited, international aid were conditioned on his observance of democratic and human rights, and an international peacekeeping presence were established in Haiti.
