Dear Mr. Buchen: I was in hope that your letter and sundry information on Clarence Kelley that you sent me was going to alleviate my fears, but it only convinced me that Nixon is still in the White House but now his name is Ford. I assume that you are a man of reasonable education, and it surprises me that you would sign your name to such a conglomeration of horrendous nothings. You go to such lengths to prove how legal the gifts were to Kelley, and then you say he is going to pay the government back for them. Why is he doing that if they were legal? I am deeply sorry that his wife suffered and died from a ter- minal illness. I hate to see anyone suffer, but what in the hell does that have to do with his taking illegal gifts or services from the Bureau? Obviously, Mr. Buchen, you are a rubber stamp attorney who was only obeying orders like all the others that had "no choice" but to back up the decision of their presi- dent. Please assume that there are a few politically aware people that have the intelligence to read and understand the meaning of what is written. When you say that Mr. Kelley did not know or understand where certain gifts were coming from, or who was providing certain services for him, it is beyond my comprehension. No real American could agree with such as that. Please see to it that we get some one at the head of the FBI, that is a real American ? Sir: I was extremely dismayed at your refusal to remove Mr. Clarence Kelley as Director of the F.B.I. for what is a clear violation of the law. Your "compassion" argument leaves me cold. It is another example of the kind of "reasoning" that led to your unconscionable pardon of Richard Nixon. There can be one possible benefit from your decision in the Kelley case and that is hopefully you will spare us (the American people) any campaign retoric about restoring faith in the integrity of the government in Washington. Of course it would have been difficult for you to argue that position in light of your selection of Senator Dole as your vice- presidential running mate. His involvement in the ITT convention offer of 1972 as well as the still questionable $5000 or $6000 campaign contribution from Gulf Oil Company demonstrates that your concept of governmental integrity is not much better than that of your predecessor. I should also state that I am very much opposed to your position on the abortion issue. I really should qualify that by saying I really don't know your position because according to one of your assistant press secretary's (as reported in the Indianapolis Star) the position of the republican party is not against abortions but in favor of the right to life of unborn children. That is campaign double talk of the worst stripe. I gather from that that you are in favor of abortion unless the fetus is destroyed. This obviously is a medical impossibility. Of course, the abortion issue should be of minor significance in the 1976 presidential election. The main issue should be the incredible record of mismanagement of the Nixon-Ford administration over the past 8 years. If the American electorate keeps that point in mind I am sure Governor Carter will overwhelm you at the polls in November. C. 20006 Dear Mr. Buchen: Time Magazine, September 13, 1976, printed an article entitled, "Beware Agents Bearing Gifts. 11 An excerpt is as follows: "According to an FBI source, Kelley's wife, who died of cancer last November, had asked Kelley in 1973 to get the valances. Preoccupied, Kelley told his driver, Agent Thomas Moten, to take care of the matter. Having served on Hoover's personal staff, Moten did as he had done in the past: asked the exhibit section to help out. When Kelley asked Moten how much the valances cost, the chauffeur replied: 'What the hell, boss, it was only scrap lumber -- forget it. 1 Until last week, Kelley did. 11 This somewhat contradicts the statement on page 4 of the report by the Department of Justice. Incidentally, valances are not used for protection. They are decorative panels mounted between the ceiling and the top of a window. There is no need for you to reply.
