It has been called to my attention by German friends
that the good relations between the U.S. and German
Federal Republic have not been emphasized by an invi-
tation to their Federal President since mid-fifties.
The difference between Chancellor and Federal Presi-
dential roles is understood. Possibly such a visit
should be in conjunction with von Steuben Day in
Philadelphia.

President Scheel
Your memorandum of October 29 suggesting an invitation to FRG
President Scheel to visit the U.S. is very much appreciated. As
you know, the President's foreign visitors' schedule for the remainder
of 1974 is very heavy, including a meeting with Chancellor Schmidt
on December 5. However, we will be mindful of your suggestion as
we look ahead to 1975 and hope to be able to fulfill it.
