MARRS It has been called to my attention by German friends that the good relations between the U.S. and German Federal Republic have not been emphasized by an invi- tation to their Federal President since mid-fifties. The difference between Chancellor and Federal Presi- dential roles is understood. Possibly such a visit should be in conjunction with von Steuben Day in Philadelphia. As you know, the President's foreign visitors' schedule for the remainder of 1974 is very heavy, including a meeting with Chancellor Schmidt on December 5. However, we will be mindful of your suggestion as we look ahead to 1975 and hope to be able to fulfill it.
