My dear Mr. Secretary: The President directs me to return the enclos- ures which accompanied your letter of the 4th in- stant, in reference to the case of Cassius M. Cade, whose nomination as Register of the Land Office at Guthrie, Oklahoma, was withdrawn from the Senate about March lst, and to say that he agrees with your judgment in the mattor and would not be willing to appoint Mr. Cade without a fuller explanation of the charges against him than he has given.
