My dear Mr. President:
I have received from Mr. Bernard M. Baruch a copy
of the report that he transmitted to you entitled, A
Request for Further Statement of Policy for the United
States Representative, United Nations Atomic Energy
Commission, in the Light of Proceedings to Date.
In view of Mr. Baruch's desire that new instructions
be formulated in the light of this Government's over-all
foreign policy, I would like to examine the document
thoroughly and then discuss the recommendations with you,
at your convenience, before you make a decision with
respect to Mr. Baruch's recommendations.
