URGENT
I held, letter to Molotov contained in MYTEL 2901,
September 23 until 4:45 p.m. today and since no reply
then received from Dept letter was despatched as
originally drafted except last sentence of third para-
graph was changed to read as follows: "This being the
case, I must assure you in the most solemn terms that
every fair-minded American citizen, regardless of his
political opinions, will be deeply affronted et cetera.'
After waiting 24 hours longer than planned to despeton
letter I assumed Dept had no suggestions and, therefore,
since DEPTEL 1773 arrived 15 minutes efter letter
despatched suggested changes were not incorporated.
