Dear Walter:
The recent episode of the letter from the Prime Minister to
the President, the one from Eden to me, the aide-mémoire,
et cetera, is such a classical example of the wrong way to do
things that I have been puzzling to know how to present these
thoughts to the present government in the United Kingdom.
I cannot ask Oliver to take on the task himself, and I do not
want to speak through him. To leave a document with the
Foreign Office will cause all sorts of trouble. The real task
is to educate Anthony to the necessity of being a restraining
influence. These ill-considered and ill-timed mortar shots
from 10 Downing Street to 1600 Pennsylvania Avenue will
ruin relations between the two addresses and make the tasks
of all of us infinitely more difficult.
