SUBJECT:
Ban of VOA by ROK
The script which the ROK complained about and on which it
based its action banning VOA relay over the Korean Broadcasting
System was a world opinion summary which is a weekly feature.
This includes editorial comment and opinions as expressed by
newspaper and radio all over the world but it does not include
U.S. editorial opinion.
A translation of the actual script broadcast in the Korean
language is attached.
Previous guidance called for use of balanced, moderate comment.
On June 9 a specific ban was put on use of foreign anti-Rhee comment.
It is obvious that the script does not comply with the policy
guidance.
We are attempting to untangle the mess to get VOA back
on the Korean network as quickly as possible.
