Guidelines, March 6, 1982 October 24, 1952 By DEB NLT, Date 9-10-85 TOP SECRET SECURITY INFORMATION SUMMARY OF TELEGRAMS THE SAAR We have informed our representatives in Paris, London, Bonn and Strasbourg that we share the UK's real dis- appointment at the latest turn in the Saar issue, resulting from the French Cabinet's rejection of Chancellor Adenauer's proposed joint statement on the Saar. It had been our understanding that the statement would be essentially an outline of the principle of Europeaniza- tion sufficient to meet the requirements of the Saar political leaders. Instead, the French counterdraft spells out the basic elements of an overall solution, including the introduction of a new issue, the disposition of present French economic privileges. If the French and Saar authorities expect to get German agreement to a joint statement including the controversial economic aspect in time to meet the latest deadline for elections in the Saar, we fear we shall all be disappointed. We do not agree with Foreign Minister Schuman's alleged estimate that the Germans will be easier, not harder, to deal with if the date of the Saar elections is meanwhile announced. With German sentiment regarding the Saar and any possible solution by Europeanization obviously hardening all the time, we believe it may well prove impossible for Chancellor Adenauer to resume negotiations later on. Accordingly, we have requested our High Commissioner to urge Adenauer to continue negotiations with the French on the proposed joint statement. At the same time, we have asked Embassy Paris, besides indicating our disappointment at developments, to let it be known we are disposed to support on a joint basis at the time of writing a German peace treaty any solution reached thru the present Paris negotations, even though we are unable to give any sudden guarantee as seems implied in the current French draft. NORTH AFRICA The Secretary has told the French delegate in New York that our vote to place the Tunisian question second on the agenda of the UN Political Committee was not the result of any prior decision to favor discussion of the Tunisian question second and does not represent any abandonment of our TOP SECRET SECURITY INFORMA TION
