We feel it would be unwise to create an Economic Commission for Europe if the USSR and its satellites refuse to participate. If the Soviets maintain their present position, Winant is instructed not to press for the establishment of the Commission but to maintain a helpful and interested attitude if other members continue their active support of the proposal. CHILE If the Chilean Government agrees, our Navy proposes to send a battleship, the aircraft carrier Leyte and three destroyers to Valparaiso during the presidential inauguration in November. GREECE Ambassador MacVeagh reports from Athens that the Greek King's return is by no means the panacea pathetically envisaged by so many Greeks who voted for it; that the King has now practically no friends but only would-be exploiters representing highly partisan political groups; that his character is such that he can make up his own mind on nothing but the desirabil- ity of remaining King and that unless he is subjected to influences more con- structive and farseeing than any now locally in evidence, he is not only likely to flounder hopelessly but also may even precipitate by his presence worse internal and external developments than any which have occurred in his absence. INDIA Although the Moslem League may not join the interim Indian Government, the League is now not expected to indulge in any illegal activities such a.s non-payment of taxes or the formation of a private army. INDOCHINA The French are prepared to offer the Siamese an agreement which, while providing for the retrocession by Siam of the disputed territories acquired in 1941, will give the Siemese an opportunity to reopen the frontier question through an arbitration commission. IRAN Ambassador Allen reports from Tehran that there are additional indications that some British officials in Iran envision the possible severance of Azerbaijan from Iran as an alternative to continuance of the present situation.
