OFFICE OF THE SECRETARY
WASHINGTON

SUMMARY OF TELEGRAMS
UNITED
The Secretary-General of the United Nations believes the General
NATIONS
Assembly will take a minimum of six weeks to complete its
scheduled business.
We feel it would be unwise to create an Economic Commission for
Europe if the USSR and its satellites refuse to participate. If the Soviets

the frontier question through an arbitration commission.
IRAN
