FOR THE PERSONAL ATTENTION OF SECRETARY STETTINIUS
I have received your circular telegram of April 16,
4 p.m., sent by authorization of the President. I would
appreciate very much your conveying to the President
the following message from me.
"Dear Mr. President:
I am completely in accord with the circular telegram
which I have just received from Secretary Stettinius that
you should be entirely free to make such replacement: S or
changes among chiefs of mission as you may consider
desirable, and to that end I herewith submit my resigna-
tion as Ambassador to Mexico. Should you so desire, I
shall be very glad to continue to serve as Ambassador at
this post where, I believe, I am for the present render-
ing the maximum service which I am capable of rendering
to you and to our government and people at this time,
I need not assure you that it is my very sincere and
deep desire
