No such\nagencies have been set up, due mainly to French opposition\nand Soviet obstruction. At Stuttgart (Sept. 6, 1946)\nSecretary of state Byrnes declared that the US favored the\nearly establishment of a German provisional government,\nto consist of a Council composed of democratically respon-\nsible ministers-president or other chief officials of the\nstates or provinces, and empowered to supervise the central\nGerman agencies and to prepare a &raft federal constitution\nfor Germany.\nThe Potsdam Agreement also. provided that \"the adminis-\ntration of affairs in Germany should be directed towards\nthe decentralization of the political structure and the\ndevelopment of local responsibility\". No action has been\ntaken by the ACA to establish agreed territorial sub-\ndivisions of Germany, except to decree the disgolution of\nthe former state of Prussia (Control Council Law No. 46),\nan action later confirmed by the CFM at Mossow.\na ARCHIVES HATIONAL SERVICE\" RECORDS AND\nThe occupying powers have established provisional\nterritorial divisions for administrative purposes.
