being no central German government shall be established*
but provided for the creation of certain central German
administrative agencies for economic affairs. No such
agencies have been set up, due mainly to French opposition
and Soviet obstruction. At Stuttgart (Sept. 6, 1946)
Secretary of state Byrnes declared that the US favored the
early establishment of a German provisional government,
to consist of a Council composed of democratically respon-
sible ministers-president or other chief officials of the
states or provinces, and empowered to supervise the central
German agencies and to prepare a &raft federal constitution
for Germany.
The Potsdam Agreement also. provided that "the adminis-
tration of affairs in Germany should be directed towards
the decentralization of the political structure and the
development of local responsibility". No action has been
taken by the ACA to establish agreed territorial sub-
divisions of Germany, except to decree the disgolution of
the former state of Prussia (Control Council Law No. 46),
an action later confirmed by the CFM at Mossow.

The occupying powers have established provisional
territorial divisions for administrative purposes. These
are, for the US zone: Bavaria, Württemberg-Baden, Hease,
Bremen; for the French zone: Rhine-Palatinate, the Saar, Baden,
württemberg-Hohenzollern; for the UK zone: North Rhine
Mestphalia, Lower Saxony, Schleswig-Holstein, Hamburg:
