MEMORANDUM:
Col. James Davis, General
Marshall's representative in the State
Department, called Judge Rosenman's
of 'fice regarding the Locke Report and
referring specifically to the letter
from Generalissimo Chiang Kai-shek
which Mr. Locke refers to on page 13
as having been handed to the President.
Col. Davis expressed the hope
that no action has been taken on this
letter and that no action will be taken
pending the time that publicity on the
Locke Report is being held in abeyance.
