Britiah Desire Tarly Action on Stalin's Message
Regarding Vienna. The British Chiefs of Steff have
informed Alexander that he should make early arrange-
ments with the Russians for the dispatch of a British
mission to Vienna in order to obtain all possible
information which will permit early EAC settlement of
outstanding questions.
Venezia Giulia. Firmess is still needed in Venezia
Giulia. The tension is still high there but there have
been no Allied-Yugoslsv incidents. On May 21 the Yugo-
slava paraded 27 Russien tanks through Trieste to show
their strength, the new Yugoalav Commander in the area
is said to be anti-Allied, and Yugoslav political exe-
cutions in Trieste are now estimated st a minimum of 150.
Allied troops on May 23 moved enst to a line north of
Trieste without incident, though the Chief of Staff of
the Yugoslav Fourth Army threstened to arrest these
troops and has formally demanded the British liaison
officer to withdrew his mission. This Yugoslav Com-
mender stated that Belgrade would "not permit Allied
troops to move inland", that "force will be answered by
force", and that Belgrade has "rejected with scorn Field
Mershal Alexander's message to Allied troops" on the
principles involved in this disputed area. The British
limison officer has told the Yugoslavs he is referring

the matter to higher authority.

Churchill and the British are inclined to be "n bit
tousher with Tito". They do not like Tito's reservations
to the joint US-UK representation of May 15 and also wish
R. clear Yugoslav statement that its present occupation of
estern Venezia Giulia does not mean that the US end UK
have recognized that area's ennexation to Yugoslavia,
which decision must be reserved for the peace settlement.
SAC's position is: (1) He cannot agree to Yugoslav
officers taking part in AMG in his area of Venezia Giulia
but he would welcome a small Yugoslav mission attached to
