MEMORANDUM FOR THE PRESIDENT
Subject: Current Foreim Develoments
Arrest of Doenitz and His Associates. In accordance
with General Eisenhower's directive Doenits and his 8880-
ciates, numbering over 300 persons, were placed under
arrest and taken to Luxembourg where they will be held
for interrogation, One of the party, Admiral von Friede-
burg, committed suicide.
British Concorn Over Establishment by SHAEF of Joint
Secretariat with Russians. The British Chiefs of Staff
are reported by Murphy to have expressed concern to their
mission in Washington over the invitation extended by
SHAEF to the Soviet High Command for the establishment
of a joint secretariet with the Russians to handle ques-
tions of common interest. The British feel that this

invitation should not have been extended without prior
consultation end state thet before discussions occur on

matters other than those of local interest they will wish
to have a complete agenda and an opportunity to state
their views thereon. The British feel that past exper-
ience with the Russians makes it inadvisable to extend
concessions except on a reciprocal basis. They also
believe that a British political adviser should be present
at all meetings in order to pass upon political implications.
Soviet Mission at Flensburg to be Restricted to Activ-
ities of the Germen General Staff. SHAEF has decided that
the Soviet officers at Flensburg should be restricted to
assistance in the investigation of the German General Staff.
They will not be permitted to visit other German Ministries
except after reference to SHAEF.
