MEMERANDUM FOR THE PRESIDENT
Subject: Current Foreim Developments
De Gaulle Ratifies NW Italy Acreement. On June 13
de Gaulle ratified the agreement signed at Caserta
June 11 for complete French withdrawal from MW Italy
by July 10, but he has strongly asked that SAC prohibit
the entry of Italian carabinieri into the six communes
of Tenda where he claims their appearence would "certainly
produce serious disturbences"; he hopes that Allied troops
can police the commun. SAC will of course make no com-
mitments to de Gaulle on this point but may possibly use
Allied forces for the pence period in this area just 8.8
in certain areas of Venezia Giulia Allied troops instead
of Italians will be used at first.
In NW Italy itself the French have refused to deliver
to AMG an Italien partisan on the grounds that a.3 his of-
fense was committed against the French they have to try
him. In three communes near Aoste French soldiers have
been distributing salt free, while in other areas French
forces are trying to seize Allied Military currency for
French occupation money.
Yugoslavs Still Hazale Over Venezia Giulia. SAC has
been informed by General Morgan that the first day's nego-
tiations with the Yugoslavs on the specific details of the
Venezia Giulia settlement was a "tough day". The Yugoslavs
