Memorandum for: Secretary of Defense
From:
The President
I am returning a couple of memorandums which
you left with me - one from the Chairman of the
Munitions Board, and the other from the Director,
Office of Military Assistance, which I rather think
you will want in your files.
I am also returning two other memorandums which
you should have in your files.
This is formal
authorization for you to call the National Guard and
the Reserves in the manner set forth in the Message
to the Congress.
