5. Form of organization of the European Army
(a) The contingents provided by the participating countries
would be incorporated in the European Army at the level
of the smallest possible unit.
(b The participating countries which now possess national
forms (i.e. not Germany) would maintain their own authority
over the part of their existing forces not integrated into the
European Army.
(c) The Defense Minister, with the authorization of the Council
of Ministers, could put back at the disposal of a
participating government a part of the national units
included in the European force, in order to fill the needs
other than those of the common defense.
6. The European forces put at the disposal of the unified Atlantic
force would operate according to the obligations undertaken in
the Atlantic Pact as regards general strategy as well as
organization and equipment.
7. Common Budget:
Financing of the European Army would be guaranteed by a common
budget.
8. Transitional Phase:
In forming the European Army a transitory phase will be
necessary, during which part of the existing national armies,
though placed under the unified Atlantic command, probably
cannot be incorporated immediately into the European Army.
The European Army ought to develop gradually, each country
providing its contribution in men according to the proportions
fixed by the Council of Ministers and to the general plan of defense
drawn by the Atlantic Council.
