The disadvantages of the shift, set forth in paragranh 24 above, sesm to no very serious. CONGLUSION 87. The question for decision is not e simple one, and TROWAR there are risks and disedvantages in either course of action. A ARCHIVES NATIONAL RECORDS AND acoond International trial may take longer than I now expect, or end to loss sucoosefully than I now hope. But the dissdvantares of refuning to participate are very apparent and substantial, and, to my mind, are conelusivo. 28. Aepordingly, I recompend that the United States should, in the very near futures (a) Publiely agree to participate in a scoond international trial along the lines set forth herein and solest judgos for the trialy (b) Informally agree with the British on the question of the nationality of the presiding judgo as get forth in paragraphs 20-2a,aboves and
