Editors: For release to moming papers of Oct 16 and after, 070 TRUMAN-FOR-SENATOR HEADQUARTERS Madison Hotel Williem P. Harvey Jefferson City,Mis souri Publicity Director - MACON.MO.,Oct. 15:--There are three periods in the it verage life when help is most needful. President Roosevelt's emergency am social and economic legislation has benn calculated to care for each of these. With this summary as a theme,Judge Harry S. Truman of Independence, Democratic nomi- nee for United States Senator, tolo in 1. speech here tonight what the President had done and contempltes doing to ease the crises. Two years ago,Truman said, there were hundreds of thousands of yourg men tramping and hitchhiking over the country, idle and depieratex desperate from lack of food and opportunity. The freight troins were shadowed by the thousands steaking rides in the hope of finding work somewheres. " In this crisis, the President caused the formation of the Civilian Conservation Corps," Judge Truman said. "Those young men were taken off the trains, out of the streets and resorts at the most critical time of their lives. Statistics show that if a boy can be kept from crime for a few years after reaching adolescence, he will have formed habdts of self-reliance and control that will keep him a steady and respectable citizen. " Before the civilian corps effort is concluded, more than one million young men will have been given a chance to aid themselves and their families through health- ful outdoor work. Thousands of families have been kept off the relief robls by using the money earned by the members of the corps. They have attained personal discipline, car of the personx, skill in handiwork and a new vision of a world that once seemingly frowned upon them. " Instead of feeling that society had no place for them, these young men have learned that their government has a real and abiding interest in them and regard for them. In many of the towns in Missouri which I have visited and near which there are civilian corps detachments, there is many evidences of the permanent im- provements that the civilian coros has brought to those communities. The skilled vork work SF thana Koung utterly untriined befoge Pentering the corps, is amazing.
