FOR PRESIDENT AND SECRETARY
My previous telegrams 92 April 19, 7 p.m. and
93 April 20, 10 a.m., recounting audiences with the
Pope have indicated, for example, the Communist
Party is vocal, organized and not only demands but
secures its place in the government and influences
all important national appointments and policies of
State.
Superficially at least it is growing in strength,
has adequate resources, said in part to be supplied by
Russia, and is very much feared in other leading party
circles.
There are those who assert that the masses are
not concerned with politics and particularly with
Communism. This statement applies particularly to
the peasant class. The peasants, however, in some
sections are asserting themselves in respect to their
proportion
